About Brian Pagan

After retiring as Assistant Deputy Minister Expenditure Management from the Treasury Board Secretariat, I established Capital Perspectives Inc - a boutique consulting business specializing in policy development, the budgeting and expenditure management process, performance measurement, results reporting, executive coaching and change management. I have worked domestically and internationally with more than a dozen clients, including the Royal Canadian Mounted Police, Infrastructure Canada, National Defence, Employment and Social Development Canada, Global Affairs and the Treasury of Barbados.Strong inter-personal, communication and leadership skills round out training as a Chartered Professional Accountant, with a Master of Arts (Public Administration) from Carleton University.
