The missions from the Office of Democratic Initiatives and Human Rights assessed whether elections in these OSCE member nations complied with international standards of honesty, fairness and transparency. The missions typically lasted six weeks during which the core teams recruited, trained and deployed hundreds of short-term observers. The missions were also delicate exercises in political diplomacy. I served in nations where the elections mostly failed to meet democratic standards. We issued periodic reports before the voting and post-election policy recommendations to advance democratic practices in these post-Soviet states.
