We expect our results will indicate whether pollutant concentrations from upset emissions exceed standards, and given certain weather and air quality… Show more A key question of both scientific and public policy interest is whether upset emissions have significant impacts on the environment and public health. This dissertation will analyze the complexity of petroleum refinery upset air emissions from 21 Texas refineries through 3 key studies: characterization, dispersion, and exposure analysis. We expect our results will indicate whether pollutant concentrations from upset emissions exceed standards, and given certain weather and air quality conditions surrounding a refinery, the size upset emission that would be expected to impair community health. Also, what neighborhoods are the violations occurring and who is exposed. Eventually, the analysis of Texas refinery upset emissions should provide one with an indication of the consequences of the current system of addressing refinery these emissions. If our results are dramatic, we hope they will motivate the EPA to inquiry into whether improvements in reporting and enforcement are needed. Show less
