Advise the Assistant Secretary of the Navy, Manpower and Reserve Affairs (ASN, M&RA) and the Deputy Assistant Secretary of the Navy, Military Manpower and Personnel (DASN, MMP) on critical substance misuse policy issues, strategic initiatives, and program execution. Represent the Department of the Navy (DON) position at key Department of Defense (DOD) working groups and meetings, including the Addictive Substance Misuse Advisory Committee.Oversee all aspects of the DON’s $40 million Drug Demand Reduction Program (DDRP), a global portfolio with 240 personnel, encompassing collections, testing, and prevention, education, and outreach initiatives supporting 573,000 active and reserve Sailors and Marines. Drive improvements in drug detection and deterrence by optimizing testing capabilities, identifying emerging drug threats, implementing programmatic change, and enhancing evidence-based prevention education and outreach strategies.

Managed global operations of critical Public Health and Readiness functions encompassing the Navy Bloodborne Infection Management Center, Naval Dosimetry Center, and the Navy Drug Testing Program. Managed general operations and ensured effective utilization of human capital, financial resources, facilities, and information technology. Responsible for technical oversight of the Navy Drug Screening Laboratories that encompassed 210 personnel and tested over two million specimens annually. Achieved programmatic excellence through strategic planning, implementation of new testing methods, conducting major technical investigations, and leading process improvement initiatives. Served on the Biochemical Testing Advisory Board, facilitating programmatic standardization and policy development for the DOD DDRP. Appointed as the Contracting Officer Representative, responsible for planning, executing, and managing DOD-wide contracts and solicitations. Planned, programmed, budgeted, and executed a $30 million annual operating and procurement budget ensuring efficient resource allocation.

Managed the Confirmation Department in the highest throughput DOD forensic toxicology drug testing laboratory, analyzing over one million specimens annually. Achieved superior departmental performance through effective management of operations, spearheading process improvement initiatives, and conducting technical investigations to identify and resolve complex issues. Served as a multi-faceted subject matter expert through appointment as a Laboratory Certifying Official, Expert Witness, and Method Development Chemist.

Performed liquid-liquid and solid phase extractions on a variety of sample matrices from investigative and post mortem cases at the Armed Forces Medical Examiners System. Maintained and operated gas chromatography-mass spectrometry, liquid chromatography-mass spectrometry, and liquid chromatography-tandem mass spectrometry instruments. Performed research in tandem with casework to achieve two publications in the Journal of Analytical Toxicology. Participated in multiple DOD prevalence studies including the analysis of synthetic cannabinoids and cathinones.

Analyzed biological specimens and alcoholic beverages from investigative and post mortem cases using enzyme linked immunosorbent assay, headspace-mass spectrometry, and gas chromatography-mass spectrometry. Provided written laboratory analysis reports and expert witness testimony. Served as the Toxicology Department Quality Assurance Representative.
