Sembach Site Manager. The Kaserne is located on a plateau, just north of Kaiserslautern, Germany. This is a very unique military community… for example: several general officer commands, the DoD Education Activity HQ for Europe, the Exchange (AAFES) HQ for Europe, a NATO Brigade, Armed Forces Network (AFN) for Europe, the US Army Band for Europe/Africa, the correctional facility (jail) for Europe… etc. I have a simple mission: to support this community in being a better place to work and live.

Serving as the Chief, Administration and Operations Branch for the US Army Garrison Directorate of Public Works (DPW); similar to an Executive Officer (XO) position. Perform duties independently, developing and establishing analytical methods and detailed study procedures, deviating from accepted practices to the extent required by the specific study. Keeps the Director informed of issues or controversies that arise during studies that were not anticipated with recommendations for solutions. Also, supervises all administrative (HR) and logistical actions for one of the largest DPW organizations in the Department of Defense. This includes the hiring ofemployees (local nationals and DA Civilians), promotions, time cards/payroll activity; travel/TDY support; award processing; personal actions, and other administration support activities.

Germany

Responsible for the safety and security of the largest partnered service geographical area of responsibility outside of the continental United States, encompassing an area the size of Delaware with a population of over 60,000 US personnel in Germany. The USAG-RP DES is the largest in IMCOM with a diverse staff of over 1,000 that includes Soldiers, GS employees, local nationals and contractors. The DES supports 26 installations with 6 fulltime fire/medical/HAZMAT response stations, 4 dispatch centers, fire prevention inspectors, law enforcement patrols/operations, MP investigations, physical security, and 38 gate access control points. The USAG-RP DES also coordinates multiple mayors and with German and Air Force emergency service organizations in support of daily operations, mutual aid for major events as well as partnered training. Oversees the programming and execution of an annual budget over $29 million.

Germany

Group Deputy Commander of a theater-level combat support MP Group (CID). Responsible for the forward based, wartime and contingency operation employment and deployment of the units in support of commanders and military communities throughout EUCOM, AFRICOM and CENTCOM (less Afghanistan) theaters of operation. Led and directed the S1, S2/3, S4, S6 (IMD), Chaplain and Group Judge Advocate sections. Provided resources (personnel, logistics, information) to criminal investigation, criminal intelligence, logistics security, counter-drug, antiterrorism, and protective services support. Provided staff assistance in the deployment of Group personnel and units to overseas contingency operations. Resourced and supported the Group Commander's mission and intent, while developing the professional competency of the Group staff.

Afghanistan

As the NATO Forensic Director for Afghanistan, successfully oversaw the operation of three Joint Expeditionary Forensics Facilities (JEFF), playing a critical role in ensuring all US, NATO and Afghan-partnered units operating throughout Operation Enduring Freedom received timely forensics support related to the examination and exploitation of latent fingerprint, firearms, chemical & tool marks, as well as DNA evidence collected as a result of insurgent events. Over 5,000 cases in the three laboratories were processed as the JEFF Director, yielding critical intelligence results. Also partnered with the Afghanistan Ministry of Interior (MoI) in the highly complex development of the forensic program in order to build evidence based operations for the government of Afghanistan. The critical elements of this mission has included the standing-up a fully functional Afghan forensic academy & laboratory; coordination of five Afghan regional forensic laboratories; funding for one year of OJT mentorship; the newly documented positions of hundreds of Afghan National Police forensic examiners; and the system in which the MoI will fund these new laboratories.

Iraq

OPERATIONS MANAGEMENT:Served as the Executive and Operational Officer to the Deputy Commanding General of the Multi-National Division - Baghdad and the 1st Calvary Division comprised of 100K+ coalition military and Iraqi Security Forces, the largest division in US military history. Planned, organized and attended key engagement in the area of sustaining the division, managing base/outpost construction and the campaign lines of economics, governance and communication operations.COLLABORATION AND COORDINATION: Coordinated within the division staff with brigade/battalion commanders, general officers, key leaders at the US Embassy, US government agency managers, contractor executives, Iraqi generals, civic leaders from local to national levels and prominent personalities to synchronize the overall strategic plan.SECURITY OVERSIGHT AND NATIONAL SUPPORT:Played a key role during the 15-month deployment within a surge in Iraq, delivering a focus on providing security, economic support and national building while 20K American troops initiated security within Baghdad and Al Anbar Province. Engaged in the establishment of a unified, democratic, federal Iraq designed to self-govern, defend itself and realize sustainment as an ally in the War on Terrorism. Engaged in the strategic implementation of the mission in changing the focus for US military to help Iraqis clear and secure neighborhoods, protect the local population and ensure that Iraqi forces left behind were capable of providing proper security measures.
