• Manage and oversee full recruitment life cycle processes including posting open requisitions to numerous job sites, candidate sourcing, candidate screening, interviewing, negotiating, submitting, and all on-boarding activities.• Recruit candidates for external customers including the local DC Government agencies and other federal government contracts awarded nationwide.• Collaborate with customer and client hiring managers to maximize recruiting efforts by developing and implementing recruiting strategies.• Lead and train recruiting team in all aspects of recruiting processes.• Lead new hires through the onboarding process including being main point of contact during new hire's tenure.• Implement and execute HR policies and procedures (attendance, PTO, time tracking, etc.) which also includes maintaining and updating the employee handbook.• Assist in payroll activities including running reports and data transfer.• Utilize JobDiva and other ATS to manage new and existing candidates and/or employees.• Document and transfer client requirements to skills matrices and cross reference with candidate resume.• Format approved candidates resume to agency specific template.• Develop relationships with outside vendors and other recruiters to broaden candidate pipelines.• Make travel arrangements for selected candidates that need relocation.• Schedule and lead meetings, conference calls, and interviews with candidates, fellow recruiters, and hiring managers.• Draft RTR's, exclusivity, and other legal agreements for qualified candidates.• Create and distribute company documentation such as offer letters, applications, handbooks and pay schedules.• Utilize up to date knowledge of IT and government contracting terminology to properly select qualified candidates.
