I supported ATO’s Research and Technology Directorate, developing and guiding the execution and control of the FAA’s portfolio of research that contributes to the implementation of NextGen. As the principal coordinator for the R&D portfolio to the Enterprise Architecture (NAS EA), my duties included:• Discovering the “gaps” in system capabilities that requires research to evolve• Integrating the research portfolio into the NAS EA by showing how the research supports the acquisition decisions in the architecture• Assembling and producing the National Aviation Research Plan (NARP) -- an annual report to Congress that details the FAA’s research, engineering, and development portfolio, identifying achievements of the past year and objectives for the following yearAs a Certified Six-Sigma Black Belt and Certified Quality Process Analyst, I computed performance measures using six-sigma and Statistical Process Control (SPC) methodologies to identify opportunities for process improvement. I delivered analyses (reports and presentations), using SPC analytic techniques that documented• The cost and operational benefit of the Traffic Management Advisor (TMA) program• The delays and constraints in the New York metropolitan area airports• The performance improvements made in the Automated Flight Service Station A-76 programI worked on the acquisition of a replacement IT system for the FAA Logistics Center, as the primary writer of the final requirements and system specifications documents, participating in the cost/benefit analysis activity, and drafting up an initial implementation and migration plan for the eventual cut-over to the new system.I consulted on the development of the Air Traffic Controller Optimum Training Solution (ATCOTS) initiative. I also served as a subject-matter expert in Air Traffic Control policies and procedures, and NAS infrastructure.

My initial activity was serving as a subject-matter expert and analyst for developing prototype Surface Management System (SMS) for aviation ground movements. I provided the perspective of the likely Air Traffic Control users of the system, and helped develop the scenarios that would be used in the concept demonstration and human factors studies.I represented Metron Aviation on a proposal writing team led by Boeing Air Traffic Management Services bidding on the FAA’s Traffic Flow Management Modernization system engineering contract. Boeing ATM led a multi-corporate team in creating a proposal to bid on the FAA’s contract to modernize the current Traffic Flow Management system.I led performance measurement studies to determine the effectiveness of Traffic Flow Management decision support tools. These studies assessed whether system resources were being allocated equitably and I produced several reports showing that the flow management tools in use are subject to a large degree of variance in effectiveness.

I was the Technical director for development of the Airspace Analysis laboratory, delivering the Operational Database Management System (ODMS) and the National Operational Data Archive (NODA), as part of the National Airspace Redesign project to analyze the efficiency and effectiveness of the air traffic control and management systems. I led the team that delivered both functions on time and under budget, and other offices in the FAA (the Cost Accounting System, e.g.) very quickly became users of the ODMS/NODA. We were contracted by DOD offices to use our real-time display in overseeing foreign air carrier overflights of sensitive US military bases. I also participated in the development of CODAS, ASPM, and ASQP databases for NAS performance measurement.

As an Air Traffic Controller assigned to the Operational Support Facility (OSF), I performed field software engineering support for FAA/Eastern Region ATC terminal automation systems (ARTS 3A), to include local adaptation and program build. In 1993, I graduated from the FAA’s Automation Support Specialists Training Course in Oklahoma City in ARTS 3A programming. My duties included:• Performing field software support for ATC terminal automation systems (ARTS 3A), to include local adaptation and program build, for FAA Eastern region facilities;• Maintaining local site adaptation files;• Performing program assembly, installation, and testing duties.Following a major program fault where my analysis identified a critical hardware issue, I helped write a technical memorandum for all ARTS 3A facilities in the US to test and validate the operation of certain electronic circuit board components that were observed delivering inconsistent responses to the software instruction sets.

I was certified and rated in ATC Tower (ATCT) and Terminal Radar Approach Control (TRACON) facilities (Atlantic City ATCT, Washington National ATCT). I worked “live” traffic for 11 years, and maintained operational currency for an additional 3 years during my duties as an automation specialist.

During my assignment at FAA Headquarters, I was elected a Fellow of the Department of Commerce Science and Technology Fellowship (COMSCI) executive development program and detailed to NASA headquarters. I helped manage NASA’s long-term (12-year) air traffic management research and aircraft safety research projects and their budget ($400M). I managed multiple programs, determined research priorities, and terminated research initiatives that NASA leadership had decided to eliminate. The COMSCI program also exposed me to science and technology policy in a variety of government agencies through seminars presented by executives of those agencies, and through site visits.
