Mr. White has more than 27 years of experience supporting and leading the development and maintenance of safety/hazard analysis documents for the Department of Energy. The safety documents assessed the hazards in nonreactor nuclear facilities, large linear accelerator facilities, in nuclear repackaging and storage facilities, and in explosive development, processing, and detonation facilities. The types of support includes: (1) originating and reviewing qualitative and quantitative accident analyses; (2) maintenance of these document through the application of the DOE management of change process; and developing controls to mitigate the analyzed hazards. The support also includes processing the documents through the internal review process as well as the DOE approval process.The types of analyses include hazard identification and screening, facility hazard categorization, process hazard analyses (PHA) (e.g., a modified what-if method) deterministic analysis, event tree modeling, and failure modes effect analysis. The associated hazard scenarios may include assessing chemicals releases, fires, explosions, to determine the potential exposure to onsite and offsite personnel not from toxic chemical but also from exposure to radiological material. Implemented the Unreviewed Safety Question Determination (USQD) process (which is part of the DOE change control process) at the Weapon Engineering Tritium Facility (WETF), and assisted in modifying the associated Documented Safety Analysis (DSA) and/or Technical Safety Requirements (TSRs) as a member of the WETF safety basis team.Modified and applied a nuclear facility PHA method to high explosive activities at LANL, helping to ensure the controls in the DOE Explosive Safety Standard as well as scenario specific controls are identified and applied.
