He reconstituted technical baseline documentation, and developed restart test requirements for the reactor scram system. Browns Ferry Nuclear Plant, Athen, Al & Corporate Office In Knoxville, Tn

Worked in various positions with the Tennessee Valley Authority. In his last assignment with TVA, Mr. Hess served as Reactor Engineer and Systems Engineer at Browns Ferry Nuclear Plant. Mr. Hess’ duties included: monitoring Boiling Water Reactor core performance parameters, providing control rod positioning guidance to Operations, providing technical oversight of reactor core physics, power ascension testing, and fuel handling operations. He also performed duties of a plant System Engineer with responsibilities for the following BWR systems: primary containment isolation, automatic depressurization, containment inerting, containment atmospheric dilution, standby gas treatment, and secondary containment. He was responsible for development of procedures and programmatic controls for the plant’s special nuclear material accountability program. Mr. Hess also served as an engineer in the Technical Support Center as part of the plant’s Emergency Preparedness Program.Mr. Hess began his TVA career as a design engineer in Knoxville, TN. He assisted senior engineers in the design and pre-operational testing of commercial nuclear power plant fuel handling systems. He developed design specifications and procurement documents for small tool decontamination equipment, and coordinated infrastructure support requirements with project discipline design engineers. He was responsible for the preparation of design criteria documents, system description documents, and procurement specifications, bid evaluations, vendor selection, and technical support for equipment installation and testing.
