• Served as a lead analyst responsible for determining project feasibility by evaluating objectives, limitations, options, costs, and benefits of a proposed $500 million system acquisition.• Defined operational requirements by conducting detailed gap analyses of current and future system capabilities, including authoring a 53-page operational requirements document to guide the project.• Gathered and documented technical requirements using process flows, use cases, SME interviews, workshops, and investigation of existing inefficiencies.• Routinely conferred with top-level officials from many different functional areas including IT, operations, and budgeting, to compare project plans with short- and long-term IT objectives.• Recognized as a ‘systems expert’ within 1 year by superiors and demonstrated this experience by leading gap analyses for new DHS and Coast Guard research initiatives.• Developed over 20 resource proposals for a range of initiatives from personnel shortfalls to technology gaps resulting in the growth of 300 new Coast Guard command center positions and budget increases of $400 million over five years.

• Directed all aspects of management, administration and training of 50-person crew, $900,000 annual budget and $25-million worth of property, including a Coast Guard vessel and equipment. • Reduced formal disciplinary activities by 15%, achieved a 35% crew advancement rate, and a 100% reenlistment rate.• Drove development of state-of-the- art multimedia crew training center. Highly successful project became a “Model Space” for changes to all the other vessels in the class.• Controlled unit actions by directing enlisted personnel, coordinating navigation systems, and monitoring task accomplishments resulting in unprecedented success during 1,300 hours of homeland defense hours after 9/11.
