Conducted program audits at federal government agencies and recommended solutions to department executives and members of Congress to improve the efficiency/effectiveness of programs. Briefed congressional committee staffers on federal agencies’ efforts to improve human capital practices. Wrote numerous research summaries for inclusion in published reports to Congress. Conducted statistical analyses of survey data on agencies’ use of performance information to make programmatic decisions. Led a team of analysts to collect and analyze practical examples of effective human capital practices at the Bureau of Land Management, including the agency’s annual performance evaluation of senior executives and use of bonus awards. Recommended methods to improve use of government funds in the Department of Health and Human Services in the area of child protection programs.
