As the Justice Grants System (JustGrants) Program Manager, provide leadership and direction to more than ten agile delivery teams comprised of scrum masters, business analysts, developers and testers building solutions to deliver grants management services for the Department of Justice grant making components: the Office of Community Oriented Policing Services (COPS Office), the Office of Justice Programs (OJP), and the Office on Violence Against Women (OVW). JustGrants significantly modernizes grants management by streamlining end-to-end processes allowing applicants and grantees to move seamlessly through the full grants management lifecycle. It gives applicants and award recipients new ways to manage their own entity information and users in the system. It also leverages shared service payment systems to simplify the federal grantee payment user experience and expedite payments. JustGrants continues to evolve and improve over time since its initial launch in October 2020. DOJ continues to enhance the system’s functionality to bring even more benefits to applicants, grant recipients, and DOJ personnel. In conjunction with the JustGrants program management role, as the Acting Chief Technology Officer (CTO), provide leadership and oversight to the Data Management, Reporting, and Analytics program delivering data analytics, visualization, and reporting to get business data into the hands of the users, as well as the Solution Architecture and Enterprise Architecture teams, fundamental services to the office of the CIO.

Provides overall direction for the EADD scope of services including; staffing models, processes, designs, and operational metrics that are required to effect the EADD mission and assumes leadership for proactive planning, problem solving and project management. Provides expert guidance in the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software. Assesses the feasibility of adopting new software design technologies within the current systems environment. Recommends adoption of new methodologies based on favorable feasibility analyses.Responsible for the development of enterprise applications and web services that support theoperational and strategic needs of a diverse group of OJP components. Collaborates and workswith other senior members of OCIO, as well as staff across the OJP enterprise to focus onmultiple areas of responsibility: business applications, specialized business solutions, databasemanagement, web solutions, and data sets. Participates in fiscal and administrative decision makingand will perform related work as required. Proactively works to identify opportunities of optimization in OJP's enterprise applications and web services offerings.Maintains a current and expert understanding of evolving OJP's enterprise architecture(particularly as it relates to evolving cybersecurity initiatives and threats) and proactivelyleverages this knowledge to ensure that OJP's applications and web services are always withincompliance and adequately protected. Ensures that OJP's enterprise applications and webservices are maintained and operated in alignment and adherence with existing and evolvingGovernment cybersecurity related regulations and initiatives (ex: Office of Management andBudget's Cybersecurity Strategy and Implementation Plan (CSIP)).

Serves as the Deputy Director for the Enterprise Application Development (EAD) division of the Office of the Chief Information Officer (OCIO) within the Office of Justice Programs (OJP). Oversees and ensures the successful development, implementation, integration, deployment, management, and maintenance of the enterprise applications and web services OJP requires to deliver effective and outcome-driven services, capabilities, and programs to its stakeholders and customers on a national scale. Performs administrative and human resource management functions for staff supervised. Assesses feasibility of adopting new software design technologies within the current systems environment. Recommends adoption of new methodologies and identifies opportunities for optimization in OJP’s enterprise applications and web service offerings.

Responsible for delivering standards and services to lead OJP OCIO projects to successful completion, while maintaining transparency and awareness of the initiatives throughout their lifecycle. OJP IT Program Lead for the Justice Grants Services Network (GrantsNet) to support shared services across the Office of Justice Programs (OJP), the Office on Violence Against Women (OVW), and the Community Oriented Policing Services (COPS) office. Represents OJP before DOJ and external agencies and organizations in addressing management issues, opportunities and challenges related to system development.

Assists higher level program/project manager in directing the project life cycle by assisting in development of comprehensive project plans to include both long and short-range goals and milestones. Identifies, acquires, and utilizes company resources to achieve project technical objectives. Directs a project team usually within a matrix organization, monitoring and encouraging functional organizations to complete milestones within specific budgets and schedules. May on occasion interface with external customers as well as top management for the purpose of communicating status of project throughout life cycle. Promoted new movie releases by supporting a team of seven publicists in the D.C. area during the summer of 2004. Acted as a liaison between California based film industries and local D.C. area press. Researched and marketed promotional events with D.C. retailers for several films, including numerous Publicity Tours (Touch of Pink, She Hate Me, Garden State, Mean Creek). Helped organize and work the premiere of Fahrenheit 9/11 at the Uptown Theatre, Washington, D.C.
