Brian is a Managing Partner of Formation Environmental with over 18 years of experience providing technical and programmatic leadership on large, complex, multi-disciplinary, and long-term projects. This includes management of science, technology, and air quality projects totaling more than $30M over the last 5 years. Relevant projects include leadership and program management activities on key components of the Los Angeles Department of Water and Power (LADWP) Owens Lake Dust Mitigation Program, Groundwater Development - Master Project, and Eastern Sierra Groundwater Program, as well as Mono Lake and Long Valley.Relevant program management experience also includes developing, implementing, and managing the Imperial Irrigation District (IID) Salton Sea Air Quality (Dust) Mitigation Program (SS AQMP). Brian led the development and implementation of the SS AQMP for IID, in cooperation with the Imperial County Air Pollution Control District (ICAPCD). The overall goal of the SS AQMP is to pro-actively keep playa emissions at low levels, even as playa exposure accelerates, through implementation of targeted, proactive dust control on priority playa areas. Brian is also working extensively on wetland restoration and salars (i.e., playas) of the Atacama Desert of Chile, South America. He is working with private industry to develop defensible, scientific plans for these internationally protected Ramsar Wetland Sites in the Andean Altiplano. Brian has developed and continues to expand a dedicated, specialized team of experts (scientists and engineers) with unique skills, experience, and tools specific to dry, terminal playa lakes/salars and the associated air quality, environmental, and water resource challenges (e.g., Owens Lake, Salton Sea, Cadiz, Danby, Maricunga/South America).
