About Tom Buchanan

I started out as a photojournalist way back in high school. I followed that dream for a while, freelancing for local papers and the Associated Press, and then landed six years of staff jobs at newspapers in upstate New York. From there I "joined the circus" so to speak, shooting and managing photography in a 17 year travel job with World Wrestling Entertainment (WWF/WWE). The WWF gig ended in 2001. Since then I have been teaching snowboarding, fly fishing, skydiving, and most recently skiing. It's a pretty cool way to earn a marginal living without squeezing into a cubicle. I served for nine years as a Commissioner on the Windham Regional Commission (WRC), a county planning board representing 27 towns in southern Vermont. Within that role I was elected to the Executive Board and sat on the Project Review Committee. I chaired the Energy Committee from 2006 through 2012, and chaired the Vermont Yankee Study Committee from 2012 through 2014. The Executive Board oversees the operation of the Commission and its million dollar-plus budget. The Project Review Committee reviews all major permitting applications to confirm compliance with the Regional Plan, and establishes policy positions regarding development proposals. When I chaired the Energy Committee it was responsible for management of roughly $250,000 in federal stimulus funds, and used those grants to leverage additional funds for energy efficiency improvements in municipal buildings. The Vermont Yankee Study Committee served as the committee of jurisdiction in review of regional concerns regarding the continuing operation and eventual decommissioning of a 40 year old nuclear power plant, and served as a Party of Record in Vermont Public Utility Commission (PUC) proceedings. The PUC granted the nuclear station approval for one additional year of operation, while also approving an MOU directing $12.5 million of new funding to Windham County and $40 million in total benefits for Vermont.I currently serve on the Vermont Passenger Tramway Board overseeing the Tramway Division within the Department of Labor, which regulates and inspects 200 ski lifts at 30 ski areas. The Board adopts rules, considers variances, adjudicates enforcement appeals, approves an annual budget of approximately $500,000, and establishes ski area fees that fund the budget. The Board is chaired by the Commissioner of Labor and has four members, each appointed by the Governor of Vermont. I was first appointed to fill an unexpired term in 2022, then re-appointed to a full four-year term beginning in 2023.

I rode along as the company grew from a domestic promoter of local wrestling events, to become a multinational powerhouse of vertical marketing, and a public company valued at more than a billion dollars. It was a killer lifestyle with 80 hour weeks and about 150,000 air miles a year. The growth meant there was never time to slow down, and responsibilities were heaved at me from all directions. Craziness prevailed as I moved from the corporate boardroom to ringside and back. The Citizen was on the cutting edge of desktop publishing and required photographers to write occasional stories, and to format captions using computers, which was a nearly unheard of advance in the early 1980's. Photographers handled all darkroom work using a direct screen process that required sizing pictures to column placement, which necessitated the development of design and layout skills. When I was hired the Citizen had two full-time staff photographers, but one position was soon downgraded to part-time and I became responsible for managing freelance and staff assignments, all company equipment and inventory, as well as recruiting, training, and supervising part time photo staff.
