Procurement responsibility for all products not manufactured internally including automation software, controls devices, motors and drives, panel fabrication, scanning systems, specialty conveyors, steel structures, fabricated steel and subcontracts. Primary internal customers are Project Management, Controls Engineering and Estimating. Exceeded my target goals for 4 consecutive years of annual savings (to project budget). These ranged from a goal of 12% for FY2005 to the most recent goal of 7% for FY2008. Directed daily operations of firm providing turnkey apartments for locum tenen ITS consultants and corporate transfers. Responsible for all pricing negotiations, utilization and cash flow projections. Supervised a staff of 5 salespersons and two accounting personnel.

Coordinated all purchasing and subcontracting for five intelligent Traffic System projects totaling $40 million, four cellular radio sites and two fiber optic cable infrastructure installations totaling $4 million. Monitored compliance of all procurement functions to strict Federal and state requirements. Supported proposal and implementation teams by sourcing, evaluating and recommending potential vendors for ongoing projects and RFP’s.

Directed Purchasing Department supporting nine Department of Transportation Highway Information projects in the United States. The combined value of these projects exceeded $150 million. Developed a computerized purchase order and incorporated purchasing and subcontract information in corporate accounting system.
