Led multi-disciplinary Government System Program Office team for a National Security Space Major System Acquisition through source selection, Preliminary and Critical Design Reviews, System Assembly Integration & Test, and into Launch Service Integration. Directed prime development contractor team as Contracting Officer’s Technical Representative (COTR) for a cutting-edge, multi-domain technology demonstrator. Scrutinized contract deliverables, continuously analyzed system requirements compliance, evaluated engineering changes, managed complex budgets with multiple mission partners, and performed numerous schedule risk assessments.

Implemented congressional direction for the rapid creation of the United States Space Force as a member of the Space Force Planning Task Force at the Pentagon. Established innovative policy, consolidated diverse programs, instituted organizational structure, and advocated for critical resources.

Managed all aspects of acquisition, planning, programming, budgeting, and execution oversight for Space Launch and Satellite Control Network programs. Responsible for preparing, presenting, and defending a $13 billion Air Force (AF) budget across the Future Years Defense Program (FYDP) to various stakeholders, including all levels of the Department of the Air Force, the Office of the Secretary of Defense (OSD), the Office of Management and Budget (OMB), and Congress. Prepared AF leadership for Congressional testimony and advocate for the President's Budget request to Congressional staffers. Regularly brief Congressional members and committees on program status, acquisition processes, requirements, and funding, ensuring clear communication and effective advocacy for AF space launch and range programs.

Led team planning and executing multi-billion-dollar program that is advancing NRO's mission data transport capabilities. Orchestrated all acquisition efforts for Major System Acquisition; strategy, development, source selection, and execution. Consolidated next-gen enterprise communication requirements and aligned Government investments with commercial standards and practices. Developed novel acquisition strategies and delivered essential transport capabilities supporting National/DoD/IC intelligence missions.

Led team executing oversight of multi-billion dollar budget.  Consolidated budget inputs and developed program funding strategies.  Orchestrated all acquisition efforts for multi-million dollar market research contract; including contract strategy, industry engagement activities, source selections, and execution.  Division's primary liaison to internal/external NRO oversight, including DNI, OUSD(AT&L), and Congressional Staff.  Integrated and synchronized multiple dynamic schedules to create executable master schedule for NRO data service.

Executed daily operations for the 750-member joint GPS System Program Office, encompassing 4 ACAT I satellite/control system/nuclear detonation detection/military user equipment programs.  Chief of SMC’s busiest Director’s Action Group, responded to 1200+ HHQ taskers, 250+ media engagements, and 65 Congressional inquiries per year, on average.  Prepared Senior Staff Meeting briefings, reviewed all staff packages, revised performance reports, promotion recommendation forms, drafted executive correspondence, and provided direct support to the Director of the $32B GPS enterprise.

Responsible for ensuring global spectrum availability for the $32B Global Positioning System (GPS). Led international frequency negotiations between GPS and other Global Navigation Satellite Systems (GNSS) including GLONASS, Galileo, BeiDou, and QZSS. Also, represented GPS at multi-lateral forums including the International Telecommunication Union, the World Radio Conference, and the International Committee on GNSS (ICG). Provided technical guidance to the U.S. Department of State on GPS international policies. Led the data analysis for the 2011 NPEF LightSquared testing.

Graduate student in Space Systems Electrical Engineering. Research included CubeSat payload interface Printed Circuit Board (PCB) design and manufacturing, deployable antenna design, radio frequency communication system design, and flight and ground system software development.

F-16 and A-10 avionics sustainment. Program manager for the Falcon Flex Flexible Sustainment program. Managed the F-16 Unique Identification Program.
