As Senior Manager, Cross Agency Medicaid Programs, I manage a wide portfolio of projects related too children, youth, and family policy and programs, the School-Based Medicaid Program, and health equity. Health Equity - The work I've done in health equity has been the most fulfilling in my career. I work cross-functionally with policy, program, clinical, data analytics/warehouse, operations, finance, and executive leadership on many initiatives, including:- designing a 5 year strategic health equity strategy- addressing health for LGBT folx, especially trans members- race, ethnicity, language, and disability (RELD) data collection and reporting and testing- social services integrationSchool Based Medicaid Program - I oversee the $110M/year program, which directs federal revenue back to cities, towns, and schools for MassHealth services provided in a school setting. This includes overseeing our program vendor, general program admin, financial models, and collaborating with our partners at DPH and the Dept. of Education. I implemented a first in the nation expansion of services, expected to increase revenue by 30%. This involved strategic planning, adding new services and provider types to the program (including working with MMIS, data, claims ops teams). I also present at several national and statewide conferences about our efforts.Children, Youth, and Family: MassHealth covers over 700k children in Massachusetts. I support the policy development and program implementation for the 1115 Waiver and State Plan Amendment to address physical and mental health disparities and to create innovative care delivery models, especially designed for children.

As Manager, Cross Agency Medicaid Programs, I manage and collaborate on several major MassHealth (Medicaid) programs and their financing mechanisms. I am an internal liaison between other teams and state agencies to maximize revenue and ensure compliance with federal and state laws, regulations, and Medicaid Waivers. This includes working directly with the Centers for Medicare and Medicaid (CMS). I also worked with policy, programs, finance, data, operations, and other teams to implement Massachusetts' 2017-2022 1115 Waiver. This included, but was not limited to:DSRIP - Massachusetts has one of the first Delivery System Reform Incentive Payment (DSRIP) programs in the country, which will contribute $1.8B over 5 years to support the Accountable Care Organizations (ACOs), Community Partners (CPs), and other initiatives aimed at bending the cost curve. I work very closely with the DSRIP team to ensure we are maximizing federal revenue and claiming federal dollars in accordance with our 1115 Waiver.Substance Use Disorder (SUD) Services - MassHealth is expanding access to critical SUD services and I collaborate with MassHealth teams and the Dept. of Public Health to manage the cash flow and financing mechanisms that enable expansion of these lifesaving services.

As the Health Safety Net (HSN) subject matter expert on eligibility policies, I was responsible for understanding HSN's eligibility rules, as well as MassHealth and the state health exchange. I updated and provided public testimony on regulations at least annually and implemented policy updates. I supported change orders, BRDs, testing for HIX updates, and delivered trainings on a quarterly basis. , I frequently utilized SAS and Microsoft SQL to extract data for internal use, as well as for CMS, advocates, providers, legislators, and the general public.

As part of a consulting team for MSA's Commonwealth Corps program, I did an exhaustive review of programatic and financial structure. We reviewed internal and external documents, examined comparable organizations, conducted surveys and interviews, and analyzed data about the organization to identify pathways to sustainability for the Commonwealth Corps program. Ultimately, we recommended steps that would not only improve the program, but also position Commonwealth Corps and MSA for future growth and to receive additional public and private funding.
