Emergency Stabilization and RehabilitationDirects planning, managing, operations and monitoring of emergency stabilization and rehabilitation (ESR) on public lands adversely affected by wildfire and fire suppression, in order to prevent soil erosion and ensure habitat restoration. Directly manage or administer contracts to improve public lands that are unlikely to recover naturally from the effects of wildfires. This work, often implemented over the course of several years following a wildfire, includes invasive plant treatments, replanting and reseeding with native or other desirable vegetation, road and trail rehabilitation, fence replacement, wildlife habitat restoration and reforestation.

Mr. Ashby assisted the National Defense University annually with the design and implementation of the Secretary of Defense’s Corporate Fellows’ (SDCFP) education program for the Director. It is the intent of the SDCFP to garner experience with corporate change, innovation, and best business practices that help to transform the Department of Defense (DoD). Mr. Ashby assisted the Director with his purpose to form a cadre of future Service leaders sensitized to the organizational and operational opportunities made possible by the revolutionary changes in technologies. Mr. Ashby lead a team of four to focus speaker selection and briefings based upon current research of new and innovative technologies, leveraging best practices from private sector and Defense Advance Research Projects {DARPA). He emphasized technologies related to the type of work that the seminar participants are anticipated to experience in subsequent corporate and military assignments, and facilitated the Fellows’ education program.

Mr. Ashby was recruited to senior-level leadership position including management of 8 -15 federal staff responsible for 24x7 emergency response of one of the largest and most prominent Bureau of Land Management (BLM) districts. Mr. Ashby developed/implemented strategic leadership initiatives and served as an internal consultant to leadership to improve accountability and processes. Mr. Ashby acted as a liaison to all state-wide BLM offices in daily organization/presentation of fire suppression capabilities as well as developed and coordinated communication processes between state-wide senior leadership among multiple agencies.
