VTac is owned and operated by retired public safety professionals Paul and Candice Mitchell. Paul retired as the Training Chief of Farmington (NM) Fire Department in 2020 and Candice retired in 2019 as the Director of the San Juan County Criminal Justice Training Authority (San Juan County, NM). Paul and Candice both continue to have a passion and commitment in serving their community by providing progressive training to both civilians and public safety professionals. Paul and Candice specialize in Active Shooter, Bleeding Control, First Aid, CPR and Suicide Awareness and Prevention Training and will provide specialized training to meet the needs of your organization.

Formulated and enacted a Mission Statement including Core Values for the organization. Increased class size by 30% while also increasing student test scores. Prepared $14 million dollar facility expansion plan consisting of four phases.

Responsible for enhancement of recruiting efforts leading to the increase of employee retention rates. Instituted new training request submission system. Designed and managed agency master training plan to maintain compliance with county, state, federal and agency policy mandated training. Supervised overall operations and staff of the Training/Recruiting division. Researched and compiled recruiting, retention and staffing statistics. Directed recruiting efforts and in-house academies.
