About Andrew Campbell

Professor Andrew Campbell FTSE FAICD is Managing Director of Triple Helix Consulting Pty Ltd. He recently concluded a four-month role as Interim Executive Managing Director of the CGIAR (largest global agricultural innovation network), based in Montpellier, France. His 7-year term as Chief Executive of the Australian Centre for International Agricultural Research (ACIAR) concluded in July 2023. ACIAR is a Commonwealth agency in the Foreign Affairs portfolio that invests around $100m per year in research in developing countries to improve agricultural productivity and sustainability, and food system security and resilience. The ACIAR CEO reports directly to the Foreign Minister. Andrew Campbell was the 2021 chair of the Global Research Alliance on Agricultural Greenhouse Gases (64 member countries).Andrew Campbell returned to Canberra in 2016 after 5 years in Darwin, where he led the Research Institute for Environment and Livelihoods, the School of Environment and the Centre for Renewable Energy at Charles Darwin University. He was Executive Director of Land & Water Australia 2000-07, and was instrumental in the development of Landcare in Australia as the first National Landcare Facilitator (1989-92). He has written widely on landcare and sustainability. He has professional training in forest science and agricultural knowledge systems from the University of Melbourne and Wageningen Agricultural University in The Netherlands. Andrew was elected as a Fellow of the Australian Academy of Technology and Engineering (FTSE) in 2018. He is also a Board Director of AgriFutures Australia, a Professorial Fellow in the ANU Fenner School, Principal Fellow in the Faculty of Science at the University of Melbourne, Fellow of the Australian Institute for Company Directors (FAICD), Patron of Landcare in Victoria, and former Board Member of the Peter Cullen Trust and the Future Farm Industries CRC. His family has been farming in western Victoria since the 1860s. The role of Assistant Secretary (SES1), Sustainable Landscapes Branch carried responsibility for the development and implementation of the $360 million Bushcare Program – the largest of the environment programs funded through the $1.5 billion Natural Heritage Trust (NHT). The role of managing Bushcare combined intense pressures to develop national policy, with the demands of designing, administering and accounting for a large operational program, managing a staff of over fifty professionals and overseeing a national network of more than 200 people. The position also entailed responsibility for a $40m NHT investment to secure the natural and cultural values of Cape York Peninsula; the $30m private land component of the Tasmanian Regional Forest Agreement; and the Bush for Greenhouse initiative to facilitate corporate investment in vegetation sinks.

    The National Landcare Facilitator (NLF) project was a consultancy to the Australian Soil Conservation Advisory Committee which advised the Minister for Primary Industries. The consultancy arose out of voluntary work in mid-1988 to help the nascent alliance between the National Farmers’ Federation and the Australian Conservation Foundation to draft a proposal for the Australian government. This proposal secured bipartisan support for a Decade of Landcare built on assistance for group approaches and integrated planning at property and catchment scales. The NLF role involved meeting landcare groups and the people working with them throughout Australia, analysing their effectiveness, facilitating communication across state, disciplinary and institutional boundaries, and providing strategic advice to policy makers at State and national levels. It provided a unique opportunity to explore the full range of land management issues and participatory approaches to research and extension, and to develop a contact network of outstanding farmers, scientists and extension agents throughout Australia. This experience was the basis for the book “Landcare—communities shaping the land and the future”, published in 1994 by Allen and Unwin, Sydney.

    The Potter Farmland Plan, funded by the Ian Potter Foundation, established fifteen model farms in Western Victoria to demonstrate how farm layout and management can be planned to incorporate ecological principles at a landscape scale. It was the single largest example of environmental philanthropy in Australia to that time. The position of Project Manager entailed responsibility for leading the implementation of the program; working with people (2 professionals, 15 families and 22 community groups); planning and delivery of extension activity; preparation of budgets and accountability for expenditure (~$1m); liaison with Government and other institutions with regard to monitoring, research and extension; development and extension of the concept of Whole Farm Planning; development, application and extension of efficient and effective techniques of revegetation on rural land; and development and delivery of a comprehensive public relations program and documentation of the project. This experience led to the writing of “Planning for Sustainable Farming”, published by Lothian Books, Melbourne 1991. The Potter Farmland Plan was selected as one of the three projects (out of more than 8,000) funded by the Ian Potter Foundation to be featured in the commemorative film for the Foundation’s 50th anniversary in 2014.
