The Multifamily Development Officer is responsible for the day to day development activities that result in the successful completion of new affordable multifamily housing projects and the preservation of existing affordable multifamily housing projects. The Multifamily Development Officer works collaboratively with Property Management, Finance, Asset Management, and other Development staff to create successful outcomes as projects move through the Development process. - Coordinate and communicate with all other divisions of CHP regarding affordable housing transactions and other company business and procedures.- Represent CHP before various agencies and lenders with whom we work or may work- Initiate, coordinate and manage short-term and long-term partnerships with other developers and lenders- Represent CHP before local governments when required- Attend agency sponsored training events and travel, when necessary, to attend such functions- Work with Development Team staff and CHP leadership to evaluate and pursue new opportunities formultifamily development- Serve as project manager in overseeing the successful development of assigned real estate projects- Prepare cost and operating pro formas for potential acquisitions, rehabilitation, and new construction- Prepare other documents as required for a variety of transactions and other purposes- Review proposed legal documents for real estate and partnership closings and ensure that closings occur on schedule- Engage third party contractors and coordinate due diligence on properties- Prepare and supervise preparation of applications for permanent and construction financing and tax credits- Prepare applications for grants and loans- Monitor spending and draws during construction/rehab period to ensure compliance with establishedbudgets; recommend change orders as needed during construction- Ensure that all closeout procedures are completed to move project to property management

The primary focus of this position is to assist with the development of new housing projects and monitor property operations at all UNC/UNCDC residential propertiesHousing Development:Assist in the pre-development of affordable housing projects. This includes market analysis, community outreach, and the development and submission of funding applications.Monitor finances and ensure timely payment to vendors during the construction phase of projects. Assist in the lease-up of new properties. This includes marketing, screening, compliance, and investor reporting.Develop, maintain and monitor budgets and financial operations for UNCDC.Assists in tax credit application including, but not limited to service coordination and operating budget.Written, obtained, and follows through with vary grant funding sources for the benefit and improvement of the buildings and/or tenants.Oversaw from grant award to rent up affordable housing project for 4 LIFE Geisinger participants.Wrote and was awarded a state grant in the amount of $100,000 for renovations to a senior property. Oversaw projects and completed reports and compliance for the grant.Property Operations:Oversees compliance for 528 units consisting of tax credits, section 202, and market rent units. Manages 3 property managers.Oversees service coordination compliance with PHFA for 316 units.Completes compliance reports as required by investors, governmental agencies, and other funders.Reviews monthly financial reports for all residential properties.Analyze and report on data collection from tenants of residential properties.Work closely with property management staff to assess financial performance, to monitor budgets, and monitor operational performance of properties.Create and monitor occupancy reports, delinquency reports, cash flow projections, reserve accounts, budgets, and other reports to assess the financial health of properties.
