Carl has a drive towards solving problems in low resource settings and building capacity and knowledge around appropriate health information system intervention in these settings. With over 10 years of experience in global health with a strong technical background, interest in capacity development and a focus on low resource settings. Having been involved in building local organisations and some innovative health information solution projects Carl brings a holistic solution architecture and designs to light. Carl has experience in implementing systems in low resource settings that range from clinician facing EMRs through to national health information exchanges.Carl has developed strong interest and skills in interoperability and solution design leveraging open source health solutions with a strong emphasis on quality software development and implementation. Carl is an Associate architect and leads the Universal Health Coverage (UCH) community within OpenHIE, as well as plays a role in the OpenHIE leadership and architecture community. As part of the leadership he drives forward the OpenHIE conformance and compliance testing framework with other members of the community. Carl is an active member of the Digital Health and Interoperability (DH&I) Working Groups with a focus on security and privacy amongst others. As the Deputy Director of Global Goods within Digital Square Carl has supported the ongoing development of Global Goods for Digital Health as well as coordinating within the community to refine the strategy and architectures for the future. Carl continues to engage in the conversations around sustainability and the appropriate application of open source in digital health towards equitable health care for all.As a dynamic presenter and conference facilitator, Carl has presented in a range of international forums on topics such as data exchange, new technology options, implementation strategies and living lab concepts as well as facilitating events and international conferences.
