Developed a secure encrypted patient electronic health records (EHR) access system that can be consulted remotely through mobile devices. The system is interoperable with most EHR systems in today’s marketplace, and is HIPAA and NIST compliant. Utilized a super encryption algorithm to encrypt data end to end, while isolating patient data from different EHR’s. Three patent’s pending. Led negotiations to setup pilots in numerous hospitals.• Created innovative virtual nurse solution. Identified a need to patient home care in order to curb the rising costs of health care in the U.S. Designed a secure encrypted patient monitoring system with NIST multifactor authentication. Solution being considered by medical garment manufacturer.• Designed fraud mitigating platform. Estimates for fraud costs by the healthcare industry are an average of $1.5T of a $5T industry. Designed and executed a CSID platform to fight against fraud by authenticating, authorizing healthcare with biometrics, device identification, user knowledge and a secure interface for EHR consults that is HIPAA and HIMSS compliant.

Teach Robotics to senior level class students and undergraduate students. Additionally, taught Master’s level classes for image processing and renewable resources. Classes addressed system design, project management, budget management techniques along with robotics, automation and sensing concepts in order to solve industry problems such as: vehicle tracking, automated vehicle control, part sorting and loading, and merchandise inspection.• Designed class that attracts companies to graduates. Students were challenged with breading down complex design solutions into more manageable problems. Adjusted curriculum to include modular system design to establish specifications that could interact between each other. Passing students are sought after and covered by Guatemalan industry.

Provided telecommunication services to cellular operators, fixed line operators, businesses and homes. Company offer Internet access to residents and more than 10K businesses at a low cost. Developed business plans and SWOT analysis for vendors, and presented a comprehensive analysis outlining the best solutions to the BOD for final decision of technical improvements and costs. Held budget of $2M and 30 staff. Political instability in the country.• Launched new service. Company purchased 3.5 GHz frequencies in Honduras for broad band wireless service with a delivery date in six months. Used expert contractors and pre-configured equipment to plug and play at installation. Process executed on time beating competitors to the broadband marketplace.• Created uniformed monitoring platform. Standard equipment platforms are vendor dependent, each one from a single vendor. Research market options and discovered a small company an open JAVA third generation solution to build a unified SNMP monitoring platform. Reduced costs while increasing service levels for the entire network in six months.• Reconfigured satellite bidirectional data system. Linux operating system became corrupted with recurrent power failures, and customer satisfaction was at an all-time low. Compressed the operating system and doubled the memory of Linux boxes. Crew visits went from 2-4 a day to 1-2 a month. Customer satisfaction increased to level never recorded before.• Qualified, quantified and tested WIMAX systems. With a limited budget and small staff, developed a testing methodology that used a mixture of fixed test points and drive tests. Validated the simulated coverage simulations using four groups in six weeks. Developed a plan for technical and financial comparison. Vendors asked for copies of the analysis and permission to share it with their R&D division.

Designed and built local ISP, delivering Internet service to customers through Cable Modem, Dial Up, ISDN and ADSL. Selected all hardware for the ISP, designed the topology of the network, configured equipment, developed the BP and sold the concept to America Movil and Telmex executives. Held budget responsibility of $200M and oversight of 50 professional staff. Recruited for CTO startup.• Increased customers and profits in six months. Competitive dial up business was hit with emerging technologies that were cost prohibitive with complicated installations. Developed a business plan with an innovative ISP design. Grew customers from 3K to 100K in six months and increased profitability from $2K per month to $2.5M per month.
