Carlos has been a member of ABDAN since 2012 and was elected as Vice President and Board Member in 2017. ABDAN is the Brazilian Association for the Development of Nuclear Activities which represents the Brazilian nuclear industry sector. Its main goal is to promote and share nuclear technology development and drive its public acceptance as a clean electricity generation source. It also promotes the exchange of information with similar entities in Brazil as well as around the world driving the common interests from its members in order to bring about value to the nuclear sector in general. As VP and Board Member, Carlos has engaged various government stakeholders through the years on behalf of ABDAN, led the development of the initial Strategic Plan in 2017, supported the various initiatives to promote the nuclear sector in Brazil and is leading the coordination of the partnerships with similar entities in the North America.

Served as Director, Global Nuclear Energy Strategy, where he led the efforts of Clean Air Task Force, a global environmental non-government organization, to develop and implement a pathway for expanded safe and economic use of nuclear energy globally to address climate change and support expanded energy access. Promote expanding the application of nuclear technology beyond electricity generation to encompass other uses such as clean Hydrogen and zero carbon fuels production, industrial process heat, desalination, among others.- Designed, led and implemented a Theory of Change Strategy for Clean Air Task Force focused on transforming the global nuclear sector to scale up deployment by mid-century which culminated with the launch of the “Nuclear@Scale Report” unveiled at COP28 in Dubai, UAE. This ToC outlines key initiatives in regulatory/licensing reform, nuclear project development, structure and delivery as well as broadening options for nuclear financing.o Prepared and managed the development of policy recommendations for the European Parliament on SMR deployment in Europe which was accepted to be included in its INI Report to the European Commission.o Directed the creation of the Nuclear Hydrogen Initiative to gather key stakeholders from the hydrogen economy and nuclear sector ecosystems to drive policy, R&D, commercial partnerships and financing opportunities for demonstration programs and drove the delivery of work products such as Summary of Global Hydrogen Strategies and Nuclear Report.o Led the development of the SMR Assessment Report for Romania with local partner EPG with official launch with Romania Minister of Energy and NuclearElectrica Leadership in Bucharest on November 2023.o Coordinated the CATF/MIT Nuclear Energy Course for selected Senior Decision Makers in Boston, MA and in Prague, Czech Republic.o Led CATF nuclear delegation at COP27 in Egypt and COP28 in UAE and coordinated and hosted several side events at the CATF and IAEA pavilions.

As Vice President, Installed Base Sales, I was responsible for sales of Engineering Solutions, Outage Services and Component Upgrades and Products from Framatome primarily focused on the North America nuclear operating fleet with an ancillary focus on global sales. Responsible for a multi-million dollar annual organization budget with a direct and indirect staff of >40 people including Sales Directors, Managers, and Administrative Staff located in several locations (Lynchburg, Charlotte, Pittsburgh, and Toronto). Sales Team key deliverables include:• Won several competitive RFPs in the U.S. for plant maintenance & services, particularly successful for pump and motor refurbishments, MRP Inspections, plant tools, etc• Won Cybersecurity contracts at United Arab Emirates (UAE)• Won multi-million dollar contracts in Canada particularly with Bruce Power in competitive bids including Comprehensive Valve Program among others• Re-established relationship with CFE in Mexico and won first Framatome contract at Laguna Verde for replacement nuclear spare parts. Positioned Outage Services to participate in future outage RFPs valued at Millions of USD. Worked on partnership with local company to deliver joint services with Framatome.• Engaged NA-SA in Argentina to leverage its CANDU experience at the Embalse NPP to potentially partner with Framatome to deliver joint services in Canada• Helped plan and delivered the Technology Days at Angra focusing on Plant Life Extension, Outage Optimization, Cranes & Fuel Handling Equipment among other services at Angra 1 NPP. • Restructured the Sales Team of Directors and Sales Managers particularly the Engineering organization to better serve the customer base as well as to better align with the internal organizations. Led a great team to represent the Westinghouse portfolio of products, services and technology in the nuclear markets of Argentina, Brazil and Mexico. Served as President/CEO of Westinghouse Electric do Brasil Ltda.Key Deliverables include:- Orders Entered growth of 4x in five years- Argentina: first large contract for Westinghouse with NA-SA for the Replacement SG at Embalse for the Life Extension Project. Since this contract was signed in 2013, additional opportunities have opened to WEC in Argentina. In addition, we continue to leverage our long relationship with INVAP to grow the business.- Brazil: Partnered with Tecnatom to win a competitive bid in 2014 to support Eletronuclear and provide NDE inspection and repair services to both Angra 1 and Angra 2. Secured Westinghouse support to Angra 1 life extension project. WEC is the preferred supplier to Angra 1 with increased services while also maintaining strong business relationship with INB, the fuel supplier/partner in Brazil.- Mexico: After many years of limited services, WEC won the key contract to provide Steam Dryer analysis and repair services with CFE for Laguna Verde 1 and 2 in 2014, the first large BWR service contract in Mexico for Westinghouse. The successful delivery of our services opened new opportunities in Mexico for SFPIS, bridge platform work and other engineering and plant outage activities.Appointed to the Board of ABDAN (Brazilian nuclear sector association) as Vice President in 2017, leading the development of a nuclear roadmap for the nuclear expansion in Brazil. Appointed to represent Westinghouse in the Brazil U.S. Business Council since 2012 and in the U.S. Mexico Energy Business Council since 2016, both sponsored by the U.S. Govt through the U.S. Chamber of Commerce. Has led and co-chaired various delegations in meetings with Brazilian and Mexican government stakeholders.

Led the commercial activities for Westinghouse in South America focusing on providing products and services to the existing commercial nuclear fleet in Brazil and Argentina.• Fully responsible for the establishment of the Westinghouse office in the region from the ground up located in Rio de Janeiro, including all aspects of business development, marketing, finance/accounting, human resources, IT management, legal counsel, payroll and more. Hired local personnel including engineers to support WEC LLC projects in the region.

He was appointed Director of Strategy for the Research & Technology organization in August 2009 reporting to the R&T Sr. Vice President and Chief Technology Officer (CTO). In this role, he led company-wide technology strategy, and provided business development, project management and continuous improvement to R&T activities. In addition, R&T Strategy championed an Open Innovation Network to leverage Westinghouse global partners to collaborate in technology development. The key deliverables included:• Led the development and deployment of the revolutionary technology strategy for Westinghouse including the formulation of technology platforms and roadmaps as well as regional technology plans. Championed the development of technology strategic imperatives while developing the development of the technology strategy for Asia, and participating in the overall WEC strategy for advanced reactors, including small modular reactors as well as other WEC strategic initiatives. • Managed the ideation, project management and business development of revolutionary technology concepts in support of the innovation hub including setting project milestone reviews, stage gates, reporting metrics and other administrative items.Coordinated the WEC Technology & Engineering Forum activities with Chief Engineers and facilitating the WEC Research & Technology Council to manage the overall technology R&D portfolio and related investment decisions. During this tenure, he was accountable for the areas of business planning, strategy, risk management and LOAs, among others. The key deliverables included:• Managed the development of the EFB Market Plans and Business Plans, while actively interfacing with Marketing & Sales, Operations, Engineering, Finance and Human Resources as well as with other Nuclear Fuel and Commercial organizations. • Gathered, analyzed and reported on the European Fuel Market Dynamics, Utility Customer Trends and Competitor Evaluations to the EFB staff and other WEC organizations. Led the development of the Risk Management profile for EFB and reporting the key organizational performance metrics.• Governed the Limits of Authority (LOA) process for EFB as the gatekeeper for Sales Contracts and Offers, Purchase Contracts and Orders, Capital Expenditures, and others which required WEC Senior Management approval. Coordinated the preparation, review and submittal of LOA documents to NFBU, WEC, and, when needed, to the BNFL Investment Review Panel and BNFL Board (England)

Led the integration of commercial and business processes of the European LWR Fuel Business organization into alignment with the corporate U.S. Nuclear Fuel Business Unit. In addition, he coordinated, managed and executed several strategic initiatives for EFB. The key deliverables included:- Negotiated the Westinghouse Sweden subcontract with ENUSA for the EDF APA1300 fuel fabrication and served as the Contract Administrator for the project involving EDF, ENUSA, and various Westinghouse organizations.- Championed the strategic development and implementation of Bid Capture Plans which have resulted in a more structured approach to defining the key strategic issues, objectives and messages.
