SENIOR PROGRAM MANAGER – IEW OPERATIONS ANALYSIS (1988 to 1997)Managed several Army IEW support programs and provided engineering, test and evaluation management, and operations research systems analysis expertise. • Selected to speak at the Army’s Material Acquisition and Management Course, Army Logistic Management College, Fort Lee, VA, on topics of maintenance/parts accountability,/logistic contract consolidation, acquisition analysis, and financial management.• Developed an Implementation Master Plan for IEW Sustainment Streamlining (IEWSS), which included: maintenance and supply, parts accounting and visibility, logistic contract review and consolidation, acquisition procurement analysis, and financial management.• Conducted reliability, availability, and maintainability (RAM) analysis of the Enhanced TRACKWOLF, an Army vehicle based data collection system and conducted Economic and Cost Analysis for the Army replacement gyroscopes. • Developed, wrote, and analyzed a simulation model for the Advanced QUICKFIX, an Army helicopter based data collection system, which evaluated various RAM parameters under various employment concepts. Results from model and analysis were used to help determine the composition of the Advanced QUICKFIX force structure and system requirements. • Supported the development, installation, testing, and fielding of an Improved Satellite Remote Relay system. This effort included the management of the configuration baseline, the development of the system support package, technical manuals, system test procedures and fielding plan.• Coordinated and prepared Department of the Army Systems Acquisition Review Council (ASARC) packages, which allow entry into the full scale development.• Provided product assurance and test support for various strategic IEW systems and operations research/ systems analysis support to the Army Operational Teat and Evaluation Agency (OTEA).
