Technical Assistance Mission for the Mid-term Evaluation of the Latin America Investment Facility programme (LAIF) 2009-2022. This analysis include, in particular, a detailed study of: the process of the LAIF programme (actors, awarding, monitoring of the projects), the phases of its evolution (in principle 2009-2014, 2015-2018, 2019-2021), the origin of the funds (mapping of actors), and the destination of funds (17 beneficiary LA countries), the sectors concerned (infrastructure, water, energy, climate change, transport, SMEs support, others, mainly), specific analysis of the LAIF project fiches by sub-region and country, and the impact of the actions (analysis of results, identification of dynamic and slowing factors, and lessons learned) and workshop of dissemination.

Promoting Climate Smart Finance & Better Access, for the identification of needs and design of the digital transformation programme of the Norandino s.a. cooperative in Perú.

Technical Assistance Mission for the Final Evaluation for NITA SUPPORT Programme of European Union in Nicaragua. The interventions of ITA NITA and the EU communication and visibility services in Nicaragua were evaluated (LA/2017/387-771, LA/2018/396-563). Extracting key lessons learned, conclusions and related recommendations in order to improve current programming and valid for the new programme to be defined 2022-2024.

Latin America

Final Evaluation of the Regional Cooperation of the European Union in Latin America (period 2009-2017). Whose purpose is to provide the relevant external cooperation services of the EU and the general public with a global and independent evaluation of the relations of EU cooperation and partnership with LA, as well as identifying key lessons and developing recommendations to inform decision-makers about how to improve current and future EU strategies, programs and actions. 7 countries from Latin America, Colombia, Brazil, Bolivia, Peru, Ecuador, Costa Rica and Mexico have been visited. OECD/DAC methodology has been used and triangulation method for reinforce the validity of finding was used; also presentations have been made in Brussels. This complex evaluation implied the evaluation of the EU Economic programs in LA on the period: AL-INVEST IV (2009-2013), AL-INVEST 5.0 (2014-2020), LAIF (2009-2013), LAIF (2014-2020), @LIS2 (2009-2013), and Interconnectivity in Latin America. The final evaluation includes the measuring the separate impacts of each program and its lessons learned. Also, the evaluation included the actions taken at regional and country level, and the projects of interrelation and support between countries (triangular cooperation); specially the cases in Al Invest programme.

El Salvador, Ca

Technical Assistance Mission for identification and formulation of a program proposal to support the implementation of El Salvador's Policy on Promotion, Diversification and Productive Transformation, within the framework of Sector 2 of the Multi-annual Indicative Program EU 2014-2020) and El Salvador's Five-Year Development Plan 2014-2019.

Nicaragua

Evaluation Mission of the PRAIAA Program: "Regional Program for Support Central American Economic Integration and the Association Agreement Implementation " (DCI-ALA / 2011/22688). The PRAIAA is a cooperation project between EU, SIECA and the 5 countries of Central America (€ 10 million). In this mission, the PRAIAA team, the institutions of SIECA system and the focal points of the 5 CA countries (Guatemala, Nicaragua, El Salvador, Honduras, Costa Rica and Panama) were visited. An OECD/ DAC evaluation methodology was used, with a triangulation approach in gender, youth and social inclusion, and more than 100 institutions were interviewed in the region. This complex evaluation implied the partial evaluation of what was done in each Central American country and the evaluation of the program with impact, effectiveness, efficiency, relevance, and results separately by country and as a whole. The results were presented in a Regional Seminar, 22/2/ 2017.

Quito, Ecuador

Team leader of the Technical International Assistance to the Government of Ecuador, specially to the Departments related to the application of the program of the EU – Ecuador PASES II Program: SENPLADES (Ministry of Planning), MCPEC (Ministry of competitiveness and production), MCPE (Ministry of economic policy) and MDT (Ministry of Work), within the frame of the National Plan for Well-Being (PNB). In this cargo, I was the Advisor to the Ministry of SENPLADES for territorial strategy of development and also I was the Adviser to the MDT on employment policy, wages policy (I own a written acknowledgement of it). In addition, it has been coordinated the equipment and installation of the project office, design of the procedural manual, monitoring and appraisal system, financial and accounting application, fund and contingencies processing); I have also coordinated the recruitment process and execution of ten short term missions with more than 15 international experts.

Latin America

Final Evaluation Mission of the AL INVEST Phase IV Program. Al Invest IV was a cooperative program of the EU in AL, aimed at supporting the competitiveness and internationalization of Latin American companies (budget of € 60 million euros). The four consortia that made up the program and their national partners (Mexico, Brazil, Uruguay, Chile, Argentina, Bolivia, Colombia, Nicaragua, Guatemala), gathering information on main players using triangulation method (public institutions, intermediary organizations and businesses organization). Complex evaluation using OECD/DAC evaluation criteria and triangulation method (data and research), and recommendations for the reprogramming of the Commission was drawn.

Latin America

Identification mission for the implementation of the ICI plus priorities (+) for Latin America, which includes the establishment of a "Network for the Promotion of economic and business partners" between LA and Europe regions, as well as a "Center for Innovation and Knowledge Management". Where have visited 8 countries in AL (Mexico, Brazil, Chile, Peru, Argentina, Panama, Colombia and Costa Rica) in order to identify the activities and characteristics of this new EU mechanism for the region of AL, and give financial recommendations.

Centroamerica Countries

Formulation Mission of the Project: "Support to Private Sector Development in Central America" (ADESEP), which aims to promote entrepreneurship and improve the competitiveness of the private sector in Central America, in the context of intra-regional and international trade. As part of this mission have been visited 6 countries of Central America (El Salvador, Nicaragua, Guatemala, Honduras, Costa Rica and Panama), interviewing key stakeholders from both the private and public sectors.

European Union

External Evaluation of the multi-annual Program for SMEs in the European Union MAP (2001-2005), DG Enterprise, 10/03 - 7/04.Its various instruments were evaluated (Financial Instruments, EICs and Policy Development) with country case studies, lessons learned, conclusions and recommendations. Complex evaluation, multi-country, multisectoral, using OECD/DAC evaluation criteria and triangulation method of data, research and theory.
