HZLH is the holding company for five investment, management, and operating subsidiaries engaged in natural gas distribution in the contiguous cities of Anlu, Xiaochang, Dawu and Guangzhou, in Hubei Province, PRC.Since its inception in the city of Anlu in 2005, I have been instrumental in securing licenses, permits, regulatory concessions and supply agreements, as well as expanding and establishing operations to all four cities, comprising a population of approximately 2.7 million.

Primary responsibilities involved direct operational management of natural gas and real estate subsidiaries, as well as oversight and divestiture of Ipco's 42% holding in a toll road in southern China.

Insitu Envirotech (S.E. Asia) Pte. Ltd. is engaged in environmentally friendly trenchless pipeline rehabilitation throughout Southeast Asia under licensing from Insituform Technologies, LLC in the USA.Assisted in financing, business development, and the sale of the company to IJM Corporation Bhd of Malaysia.

Founded a consulting company specializing in the start-up, restructuring, and acquisition of telecoms companies in Southeast Asia and Latin America. Principia Telecom’s expertise focused on the initial phases of company formation and restructuring, from opportunity identification and strategic analysis, to partner search and joint venture negotiations, license bid preparation, positioning with regulatory authorities, development of business and financial plans, executive recruitment, project financing, RFP specifications, supplier screening and selection, and the institution of financial and management controls. Assisted telecommunications clients in the USA, Singapore, Indonesia, Myanmar, Thailand, Malaysia, Australia, Argentina and Venezuela in both advisory and operating capacities.

Jakarta, Indonesia

As an independent consultant acting as principal advisor and reporting directly to the CEO, exercised responsibility for all CFO functions, including accounting, treasury, budgeting, strategic planning, legal affairs, and investor relations. Participated fully in meetings of the Boards of Commissioners and Directors and assisted in all aspects of policy formulation.

Principal assignments included the direction of wireless development projects in Indonesia, Portugal, and Venezuela.

Integrated the functions of treasury, accounting, and information systems, comprising 31 employees. Primary responsibilities included strategic planning, pricing, budgeting, accounting policy, control procedures, billing and information systems, cash management, capital structure, management reporting, and relations with shareholders and creditors. Advised the CEO in negotiations of cellular telephone supply and civil works contracts. Assisted in negotiating and disbursing a $24 million long-term credit facility from Overseas Private Investment Corp. (OPIC). Started with the company at its inception and organized and participated in all Board of Director and Executive Staff Meetings. Was the longest serving expatriate on the management team. In general served as the principal advisor to the CEO in all aspects of the business and as his primary liaison with the Board of Directors.

Developed the annual financial plans for 1986, 1987, and 1988. Created sophisticated financial models to analyze the cellular and paging lines of business. Assisted the Director of Business Planning in authoring two business development plans, which were presented to and approved by the Corporate Development Council. Analyzed capital expenditure proposals and worked with the Director of Business Planning in defining overall company strategy. Developed costing methodologies for pricing and regulatory support and proposed initial tariff plans.

Assignments at the industrial pump subsidiary in Mexico City from August 1982 to April 1983 included financial reports, administration, treasury operations, and budgeting. Prior to this worked closely with the North American regional CEO in acquisition targeting and evaluation. Prepared financial analysis and documentation for the proposed acquisition of Investment Casting Corporation (ICC). Designed mathematical models to forecast repair parts and surplus inventory for the steam turbine, compressor, and standard pump divisions.
