Senior Procurement Project Manager
CurrentPROGRAM ACQUISITION LEADERSHIP: Oversee program procurement operations for the Federal Housing Authority (FHA) Information Technology (IT) portfolio valued over $1.7B Establish and execute procurement strategies to support organization encompassing IT infrastructure.- Planning for the acquisition process, monitoring acquisitions across all programs to eliminate duplicates and prevent contract issues. - Develop and maintain Performance Work Statements (PWSs), Statement of Work (SOWs) and Independent Government Cost Estimates (IGCEs) for contracts. - Partner with program leadership and resources through the full acquisition process, from pre-award through post-award. Conduct research prepare contract documentation and advise senior leadership on programmatic and contractor performance issues. - Forge and maintain strong relationships with leadership and resources across the programs to drive the continuous improvement of products and procurement accuracy. -Developed in-house training curriculum to educate employees on procurement and acquisition processes.PROCUREMENT MANAGEMENT: Initially functioned in a dual role, serving as an integral member of the Procurement Management Division. Worked directly with Office of the Chief Procurement Officer (OCPO) to oversee the timely and accurate management of FHA IT procurement actions. -Working directly with Contracting Officer to facilitate the processing of $30M of FHA procurements, including extensions, realignment of funds, funding increases, options and conferences. -Selected to attend Acquisition Procurement Plan (APP) meetings to represent the IT requirements for Procurement Management Division; collaborate with HUD ACPO, contracting officers, small business coordinator, OCPO policy to establish the official approved APP list, which included 26 APPs totaling $1.7B. -Utilize the PRISM system for the accurate submittal of requisition packages and the input of APPs.
