Currently a Senior Procurement Project Manager but previously was a Contracting Officer with 24 years in the Federal Government and 16 years in procurement experience with an in-depth knowledge of the principles, policies and practices of acquisition and program management. As technical specialist involved in the planning, organization and managing of systems acquisitions. Knowledge of system software/hardware, systems development, and integration life cycles (including systems documentation, design development, configuration management, cost analysis, data administration, and system integration and testing). Knowledge of programming, data processing/automated information systems, information management concepts, trends, and methods; database management; teleprocessing and networking in order to evaluate technological advancements and determine agency capabilities. Knowledge of Federal laws, regulations and directives governing the selection and acquisition of automated information systems, products and services i.e., Federal Acquisition Regulation (FAR) and associated supplements for the Army, Navy, Air Force, Defense Federal Acquisition Regulations (DFAR), General Services Administration (GSA) and Housing and Urban Development Acquisition Regulation (HUDAR) guidance. Ability to research, analyze and evaluate software/hardware systems that are available in private industry. Basic knowledge of budget process in order to obligate funds for acquisition process. Skill in oral and written communications to clearly, concisely, and effectively present study findings and recommendations. Recognized by upper management as a solid performer who can be counted on for technical knowledge and interpersonal communication skills.
