About Carmen Shaw

As an Associate Program Officer at the U.S. National Academies of Sciences, Engineering, and Medicine (NASEM), I work in the International Networks and Cooperation (IN&C) theme of the Policy and Global Affairs Division. Also, I am on the Committee on International Security and Arms Control (CISAC), which conducts "Track II" dialogues (based on scientist-to-scientist interactions, but includes parliamentarians, heads of state, and military officers as well) between the United States and Russia, China, and India. In my time at NASEM, I have helped to coordinate a 5-part workshop series, co-organized with the International Networks for Governmental Science Advice (INGSA-Asia), to produce a guidebook on "Countering Zoonotic Spillover in the Southeast Asia Region," aimed at pandemic preparedness and prevention. Lastly, I am now leading the International Bioeconomy Roundtable - NASEM's first-ever international roundtable, aimed an establishing an ongoing, continuous global platform for stakeholders across academia, government, and industry to discuss opportunities and challenges related to the global bioeconomy, emerging biotechnology, and biomanufacturing.Prior to my work at NASEM, from 2020-2021, I completed a Fulbright Award to Thailand, where I taught over 400 Thai high school students, collaborated with the U.S. Embassy in Vientiane, Laos and Bangkok on various educational and cultural initiatives. I have rudimentary to intermediate language skills in both Thai and Cebuano. I have a scientific background in behavioral genetics, and I received my Master's degree in Population Biology, Ecology, and Evolution (PBEE) from Emory University in August 2020. My master's thesis project identified evolutionarily-selected genes that impact warfare aggression in humans' closest relatives, chimpanzees and bonobos. I also have a bachelor's degree in Biological Sciences from Georgia State University. I studied the psychology of macaques, the psychophysiology and social behavior of active offenders, and unknown proteins in a trypanosomatid parasite. I am passionate about making global research and development more equitable, and I use the quantitative and analytical research skills I've obtained from my biology degrees to contribute to this goal. I am also interested in science diplomacy and policy. I have participated in a part-time fellowship for the National Science Policy Network's Science Diplomacy Exchange and Learning program, where I helped put together a review of US strategy on STEM workforce development for the UK Government.
