About Carolyn Davis

I am fiercely dedicated to promoting localization and Accountability to Affected People (AAP) through two-way communication and community engagement. I combine technical skills with creativity, relationship-building, deep respect for people in crises and local NGO/CSO staff, persistence and pragmatic idealism to accomplish objectives. I have designed and conducted Community Engagement and Accountability, Risk Communication and Community Engagement, and AAP activities and training workshops, and courses with refugees and humanitarian workers in Afghanistan, Yemen, Bangladesh, Jordan, Lebanon and Greece, and government first responders in Moldova. As OCHA Afghanistan AAP advisor for two years, I promoted collective AAP, including establishing an AAP Working Group, coordinating collective activities with a focus on localization/participation, strengthening access to feedback-response channels, advocated for community voices to be used in decision making, enhanced info provision to communities, and trained affected people and UN and NGO staff. For WHO Yemen in 2019, I created training modules and conducted RCCE workshops for community health workers on COVID-19 and cholera. In 2018 for WHO, I conducted RCCE activities with and for Rohingya refugees in Bangladesh. I was Communications with Communities Working Group coordinator in the Rohingya crisis, and helped revive the group, building strong relations with Bangladesh government health officials.In 2016, I was field team leader in Athens, Greece for Internews’ humanitarian information service for refugees and migrants. I oversaw production and dissemination of refugee feedback and rumor tracking bulletins, and hired/managed a Greek and international staff. I represented Internews at UN and donor meetings and built relations with government, UN and NGO officials.For WFP and UNHCR in Jordan, I conducted community consultations with Syrians, put their comments in front of agency officials for action, and created multimedia materials for refugees and frontline UN staff about food and other assistance. I supported rumor tracking and returning accurate information.In Macedonia during the Kosovo crisis, I oversaw camp operations as a refugee camp manager for the International Rescue Committee. I thrive on using creativity, collaborations and a people-first approach to overcome challenges in complex circumstances. A sense of humor helps me navigate difficult situations.I periodically teach communication for social change and humanitarian journalism courses to undergrad students at two US universities.

Conducted an AAP audit of the operation, which informed the drafting of an AAP strategy. Helped design and managed a project for UNICEF using human-centered design principles to begin co-creating a face-to-face feedback system for marginalized people in Northwest Syria that will be locally led. Drafted and integrated standard AAP activities, indicators and means of verification into partners' project proposals/projects. Worked with IMOs to establish collective analysis of community feedback received through UNICEF implementing partner feedback mechanisms. analysis the AAP skills and knowledge of UNICEF and implementing partner staff on operationalizing AAP and on AAP principles and good practices through training workshops, including one that I co-designed with the OCHA AAP advisor on advanced AAP topics. Filled an AAP gap identified in the AAP audit by working with UNICEF information management colleagues to launch a sustainable system for analyzing the feedback that implementing partners get from people utilizing in UNICEF-supported programming. Went on visits into Northwest Syria with programmatic sections to consult with programme participants, particularly with young students with disabilities; worked with colleagues who also went on the visits to begin acting at the site on what was learned in the consultations. Worked with AAP colleagues from Syrian NGOs and UN agencies to drive inter-agency AAP, including expanding a PSEA hotline into a fuller phone line for all types of feedback and complaint. Built strong relationships with the UNICEF head of office and programme sections to build support and collaborations on AAP. Created an online library of AAP resources for UNICEF colleagues.
