Reporting to a Company Owner and Vice President, was responsible for leading a major expansion of Federal business development and formalizing and managing proposal operations for 4-office, 700+ person environmental remediation firm. Identified opportunities, gathered intelligence and identified Team Partners who could support the selected win strategy. Formalized the company’s opportunity identification process, proposal development process, RFP evaluation and tracking systems for Federal work. Led major proposal writing teams for Federal IDIQ and Task Order opportunities – managing the complete process through outline, storyboarding/mockups, writing, color team reviews, and final compliance review, production and submission. Identified requirements and requested writing resources to staff proposal effort and drive proposal development to high quality within the developed schedule and outline. Provided hands-on leadership and support as needed to ensure completion within prescribed schedules. Wrote major sections of the proposal, supervising writing done by other staff members, consultants and subcontractors.

Spring Valley FUDS TCRA, Washington, DC ($1.9M CR), July 2001 – October 2002 – Managed TO for CENAB for removal of arsenic-contaminated soils around 11 residences near the American University in Washington, DC. Maintained excellent relationships with residents affected to complete TCRA field work within the Fiscal Year. Vestal Well 1-1 Superfund Site, Vestal, NY. ($1.9M PWS, FFP), November 2002- September 2012 – Managed TO for CENWK to build, proveout, and operate SVE treatment system was designed to remove TCE, TCA, and other SVOCs from vadose zone soils affecting a regional municipal water supply. Met the Mandatory Construction Complete date, was awarded 89% of Award Fee.

Reported to the firm’s Chairman and President, responsible for identifying and analyzing: (a) specific Federal opportunities where the firm’s maximum winning potential was dependent upon teaming with other firms, and (b) building long-term strategic liaisons with specific A/E and remedial construction companies. Authored a Strategic Teaming Plan for executives to define the nature and extent of the firm’s traditional competition and analysis of the features and benefits of developing partnerships with these firms.

Fast-track assignment from the President to conceptualize, execute and manage the startup of a new management tool to support a focus and forum for firm management to capitalize on and further extend the firm’s position in the Federal marketplace. This was a formal War Room that consisted of a visual tracking system on the walls of a conference room to provide an at-a-glance update on the status/progress of current capture efforts and proposals, decision status of new opportunities, aging proposals awaiting customer decisions, wins, losses, and task order activity on current Federal IDIQs.

Reporting to the Vice President of DOD Programs, was responsible for expanding and focusing the firm’s capture and proposal efforts to the DOD market sector. Supervised a Proposal Coordinator, two Word Processing Operators, one Copy Service Technician and one Graphics Artist. Supervised Capture Planning and Go/NoGo evaluation and decision-making process. Proposal Manager for all DOD proposals (including SF254/255) and shortlist presentations, winning more than $130M in new contracts for this Small Business. Conducted a study of DOD client proposal preferences (validated by review of winning proposals obtained by FOIA to support a recommendation to management to adopt more competitive proposal writing processes that allowed for more focus on the clients’ specific needs rather than recycled boilerplate. Organized the firm’s membership and participation in meetings and conferences for ADPA and SAME.

Company-wide position reporting to Director of Marketing, responsible for formalizing and centralizing proposal (both SF254/255 and traditional proposals) support functions. Created resume and project description databases, along with a mechanism for periodic review and update of these materials. Also created the firm’s first accessible proposal reuse library. Revised and updated the firm’s proposal manual, updated the firm’s Proposal Style Guide, established procedures for submission approvals, for proposal planning and reporting processes. Supervised a Proposal Coordinator and a Word Processor. Led the development of more than 100 proposals for commercial, Federal and municipal clients.

Held a series of positions in marketing and program support for an early computer-aided educational system. Responsibilities included technical support to clients; system demonstrations for potential customers; proposal development support for system sales; secondary sales and product line development. Also managed two Learning Centers featuring this system, one in a Baltimore, MD junior high school and the other focused on NASD testing in downtown Baltimore.
