Program strategy, innovation, and strategic planning for an ambitious nationwide program to diversify biomedical research and the researchers who make scientific discoveries to achieve precision medicine. The program is recruiting 1 million Americans that reflect the diversity of the US: all races, ethnicities, sexes, genders, and abilities to contribute their health data to one of the largest and most diverse datasets in the world. Some of the first science on Covid was produced from participant-contributed AOU data.

As a member of the company leadership team, I led & grew a team of 20 strategists, designers, and researchers on multiple government healthcare contracts valued at more than $100 million. Led business development strategy for UX, resulting in $20 million in new business. Led product strategy & behavioral design strategy for Medicare price transparency & other government healthcare digital services.

Created and implemented the first-ever enterprise UX practice across the Center for Clinical Standards and Quality within the Centers for Medicare and Medicaid. Scaled the UX practice to work with the Scaled Agile Framework (SAFe) used by CMS CCSQ. Led the UX strategy team. Created the Human-Centered Design Community of Practice.

Transformed and modernized legacy enterprise health IT applications and sites for the Centers for Medicare and Medicaid by introducing human-centered design on contracts valued at more than $120M. Led the enterprise UX practice and requirements process for a government contractor (Edaptive Systems, acquired by ManTech International in December 2016), including scaling agile UX to the enterprise, new business efforts, UX strategy, and leading multiple teams: UX designers, content strategists, data and business analysts, and writers.

Consulted with MICA grad school administration to design and deliver MICA's first UX graduate program--Master of Professional Studies in User Experience. Created rubrics for UX learning objectives and student assessment to align with accreditation requirements. Developed education curriculum, syllabi, and lesson plans, and taught graduate students. Created and co-led residency weekends in Baltimore for non-local students.

Implemented enterprise-level web strategy, product strategy, information architecture, and content strategy across multiple commercial, educational, and advocacy digital properties comprising 16,000+ pages of public-facing and secure content. Obtained buy-in of C-level execs on strategy, scope, budget, and staffing. Built relationships across disparate divisions with often conflicting business models to outline a first-ever UX strategy, select and implement a first-time content management system, and design a new, cohesive user experience across the enterprise. Created standards and policies, and trained staff and consultants. Planned, wrote, and edited a bimonthly print (circulation: 26,000) and web publication explaining scientific developments to federal and state legislators, and to national media. Multiple roles (both in-house + consulting) from 1996 through 2007.
