Establish policy and fiscal guidelines for the development of the $142 billion state budget in the areas of transportation, economic development, environment, education, human services, local government and information technology. Working closely with the Governor's senior staff, identify key policy and financial choices and present recommendations to the Governor. Ensure that priority initiatives are completed within budgetary parameters over the course of the fiscal year. Serve as one of two members of a Governance Board overseeing the Statewide Financial System, a $250 million investment in one of the largest public sector ERP systems in the country, jointly managed by two separately-elected state officials (Governor, State Comptroller). Interact regularly with state, local, nonprofit and private sector leaders on state budgetary, statutory and regulatory issues.

 Directed the Human Resources, Finance, Contracts and Procurement and Facilities offices in the capacity of chief administrative officer. Oversaw the implementation of the agency’s $473 million operating budget with 670 employees and 200 contractors, along with $240 million in Capital appropriations and reappropriations. Advised the Chief Information Officer on budget and legislative strategies and processes. Served as a member of the Steering Committee for the Statewide Financial Systems Program, along with senior staff from key agencies involved in implementation of the system. Prepared presentations, policy proposals, program summaries and financial summaries for the Executive Chamber, the Division of the Budget, external Information Technology professionals and internal staff.Provided input to senior staff of incoming Governor Cuomo on initiative to consolidate all agency IT staff into a single state agency.

 Supervised activities of the Divisions of: Food Safety and Inspection; Animal Industry; Food Lab, Finance and Human Resources (220 employees) and serve as lead staff person for Governor’s Council on Food Policy. Implemented major policy and program initiatives including National Animal Identification System; avian influenza surveillance; dairy marketing and promotion; testing/surveillance of illegally imported foods. Convened the first meeting of a new, 22-member Governor’s Council on Food Policy to begin the process of establishing a State food policy that ensures access to safe, affordable and healthy food to all New Yorkers. Convened a series of meetings with CEOs and economists from the major dairy cooperatives to develop a long-term strategy for stabilizing prices paid to farmers for milk. Directed Department’s participation in statewide emergency planning and response activities; coordinate internal bioterrorism training and preparedness. Represented the Commissioner on numerous boards and task forces, including the Task Force on Food Safety and Security, the New York Agriculture and Horse Breeders Fund, the Thoroughbred Breeders Fund and the Cornell University College of Animal Science Advisory Council.

 In 2003, took over responsibility for the Transportation, Economic Development and Environment Unit, responsible for developing and implementing budgets for 33 state agencies and authorities. Supervised a staff of 30 analysts and advised the Budget Director and Governor on key policy issues including public authority reform, economic development investments and incentives, financing environmental priorities. Developed and negotiated the $17 billion transportation 5-year capital plan for 2005 – 2010.  Headed the Intergovernmental Relations Unit (1997 - 2003), responsible for federal and local government budget policies and issues. Advised the Budget Director and the Governor on the impact of state legislation and budgetary decisions on municipal finances. Coordinated the State request for federal assistance in the aftermath of September 11, 2001.

Began career in the Budget Division as a Public Management Intern and received successive promotions to positions of increasing responsibility. Prior to 1991, job responsibilities were primarily focused on the State’s economic development agencies, including the Department of Economic Development, the Empire State Development Corporation and its subsidiaries, the Science and Technology Foundation and the Job Development Authority. Served as principal negotiator for the 1986 legislation creating Economic Development Zones and for the Omnibus Economic Development Act of 1987. Acted as Key Budget Division contact with underwriters and bond counsel for major bond financings and refinancings, including the advance refunding of bonds issued to finance Albany’s South Mall and several series of bonds issued to finance the $486 million Jacob K. Javits Convention Center in New York City.
