About Catherine Durand

Ms. Durand retired as Deputy Director of the New York State Division of the Budget, responsible for budget and policy issues in the areas of transportation, economic development, environment, education, human services, local government and information technology strategic planning. She served on the Governance Board for the Statewide Financial System, one of the largest public sector ERP systems in the country. She has addressed groups of state, local and nonprofit leaders on state budget issues, local government tax and finance issues and a variety of public policy issues. She also served as Deputy Chief Information Officer in the New York State Office for Technology where she oversaw strategic planning for the State's major IT investments and advised senior-level staff to Governor Cuomo on the consolidation of statewide IT services into a single state agency. As Deputy Commissioner in the Department of Agriculture and Markets, she oversaw the establishment of the Food Policy Council, an early initiative of Governor Spitzer's. She holds an M.P.A. from the University of Kentucky.

Convened a series of meetings with CEOs and economists from the major dairy cooperatives to develop a long-term strategy for stabilizing prices paid to farmers for milk. Directed Department’s participation in statewide emergency planning and response activities; coordinate internal bioterrorism training and preparedness. Represented the Commissioner on numerous boards and task forces, including the Task Force on Food Safety and Security, the New York Agriculture and Horse Breeders Fund, the Thoroughbred Breeders Fund and the Cornell University College of Animal Science Advisory Council.
