Identified and resolved critical movement issues impacting the ability of USCENTCOM. Conducted end-to-end planning of transportation management programs, including areas of emphasis and priorities in order to increase economy, efficiency and effectiveness throughout the section. Served as the Contracting Officer Representative (COR) for contract employee(s) working in the JOPES Branch. Assured adherence to the technical requirements of personnel service contracts in accordance with the appropriate contract terms, conditions and specifications. Orchestrated complex details of deployment and distribution to ensure uninterrupted support to OPERATION ENDURING and IRAQI FREEDOM and concurrent contingency operations. Managed the deployment and redeployment of thirteen (13) COSCOM units in support of Operation Enduring Freedom 2006 and Operation Iraqi Freedom in 2004, instituting several initiatives resulting in significantly increased productivity and effectiveness. Synchronized a multitude of efforts and requirements for consolidating functions, personnel and physical footprints of eight sections and over 100 Soldiers and Civilians in the COSCOM G3, facilitating the efficient roll-up of the unit missions while ensuring the care of all personnel with 100% operational mission accomplishment. Supervised, monitored and controlled the 24-hour functions of the Emergency Operation Center (EOC). Served as Battalion Executive officer of a Division Support Battalion consisting of four line companies and a headquarters detachment, comprising 45 officers and 692 enlisted soldiers providing full spectrum combat service support and combat health support to all divisional based units. Planned, supervised, and directed battalion staff functions to include personnel, plans, operations, training, intelligence, force protection, communication, supply, unit ministry, organizational maintenance and unit morale. Responsible for Tactical Operations Center (TOC) operations, and supervising staff planning, managing internal control procedures in the execution of a $12 million dollar budget. Managed the maintenance of 525 pieces of MTOE equipment worth over $60 million. Provided direct support to units in areas of supply, transportation, and combat health support; organizational and direct support and maintenance for over 7,000 personnel in seven geographically separated organizations, overseeing a fleet of over 2,400 vehicles. Exercised responsibilities in coordination with officials of other units or organizations, or in advising senior military officials. Supported the Command in the resolution of group grievances or serious employee complaints. Provided input regarding awards and recognition for non-supervisory personnel. Managed and re-designed a $6.5 million repair parts warehouse. Coordinated and supervised the execution of several critical support missions for the Division Support Command (DISCOM) during Reception, Staging, Onward Movement and Integration (RSOI) phase of Operation Iraqi Freedom. Researched, discovered and implemented ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building or improve business practices. Supervised the swift movement of the division’s tracked vehicle fleet on HETS along a 500-mile main supply route (MSR) during OIF.
