· Manage and participate in the development and implementation of goals, objectives, policies and priorities for various programs; recommend and administer policies and procedures · Plan, direct, coordinate, and review the work for assigned projects and programs; review and evaluate work products, methods and procedures, meet with staff to identify and resolve problems · Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend appropriate service and staffing levels · Prepare proposals for new and adjusted municipal services · Facilitator for cultural change applying principles outlined in Good to Great by Jim Collins · Create and implement Economic Development Program for City of Grain Valley · Serve as staff liaison to Economic Development Task Force, TIF Commission and Products and Services Show · Negotiate contracts for services and developments on behalf of the City · Development and implementation of: o Economic Development Plan o Main Street Corridor and Adjacent Neighborhoods Plan o Economic Development Incentive Utilization Guidelines
