TRM is subcontracting with Toeroek Associates in support of USEPA Region 2 and 5 projects addressing the remediation of PCBs, PFOS, chlorinated compounds, and vapor intrusion at sites in Puerto Rico, New York, Michigan, Ohio, and Illinois. TRM is subcontracting with multiple teams to provide construction oversight services in Oneida County for wastewater plant and sewer line maintenance for the Oneida County Sewer Authority.TRM is subcontracted to the City of Rome performing Resident Project Representative services for park and street upgrades.TRM is subcontracted to HUNT for SEQR support for rural communities performing maintenance on an NYSDOT-maintained culvert.

Performed a technical assessment of compliance with state remedial action orders in order to provide an interpretation of environmental liability for the prosecution in support of the complaint.Vapor intrusion assessment of potential contaminant sources for a school district to address public complaints. Provided recommendations for additional sampling to address the historical concerns. Currently implementing data collection activities in support of the recommendations provided.

Implemented the corporate special waste program including:- Administration of approval and tracking program for consistent companywide implementation of established special waste policies, overseeing and managing the special waste review and approval process for Casella Landfills.- Protecting disposal facilities' environmental integrity by ensuring special waste acceptance complied with federal, state, county, and local regulations, permits, and host community agreements.- Defining and enforcing corporate special waste acceptability policies, while maximizing efficiencies and responsiveness for our special waste customers' needs.- Research of regulatory requirements in support of internal policies.Responsible for customer interface for special waste, regulatory coordination and internal/external relationships for special waste management.Responsible for special waste training initiatives.

Corporate lead for environmental engineering, managing all aspects of the company’s broad senior technical oversight contracts under the auspices of the Resource Conservation and Recovery Act (RCRA) and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) programs. Primary responsibilities included serving as a technical team resource for engineering related compliance issues for soils and soil-based regulatory units, and managing teams of senior scientists to negotiate task-specific client assignments. Served as the key engineering compliance and landfill permitting expert responsible for supporting all active contracts across five time zones. Successfully worked remotely from multiple locations for nearly 15 years while maintaining nearly 100% utilization. Sustained utilization resulted from a willingness to collaborate and integrate within project teams which were staffed at the Project Manager’s request, across 17 active federal and state contracts. Aided clients in identifying critical schedule components while highlighting key vendor transition steps. This allowed clients to better manage risk associated critical path tasks and prevent or reduce impacts to project timelines. Responsible for mentoring of junior staff in need of growth in order to take on more complicated roles within the technical team. Successfully trained many individuals who moved on to do bigger and better things.

Supporting various states in the drafting of facility permits. Supported the review of closure plans for state regulatory agencies and EPA. Conducted cost evaluations for numerous facilities including the Waste Isolation Pilot Plant closure and post-closure activities and Triassic Park Facility permit for the State of New Mexico. Performed technical reviews of compliance documentation for approximately 25 facilities.Performed more than 20 unannounced compliance evaluation inspections in EPA Regions 3 and 6, including coordinating sampling support of waste feeds at more than two dozen RCRA-permitted boilers and industrial furnaces (BIFs) and incinerators of hazardous waste within EPA Regions 3 and 6 (West Virginia, Pennsylvania, Delaware, Maryland and Texas). In support of these BIF activities, generated the QAPP and facilitated submission of final reports in order to meet an ambitious inspection schedule. Assisted with community outreach via fact sheets and developed community relations plans for support of various corrective action activities. Prepared course material and participated as an instructor for courses conducted on Subtitle D regulations (Virgin Islands, Puerto Rico). Also participated as an instructor for six courses on field sampling protocols, which encompassed determining data quality objectives, selecting sampling methodologies for all field parameters (air, groundwater, subsurface and surface soil, and sediment), and the evaluation of analytical results (Texas, and New Mexico).Assisted in the performance of a Minimum Technology Requirement response review and subsequent NOD response review for three surface impoundments that were upgraded to the current Subtitle C requirements at a petroleum production facility within EPA Region 6 (Texas).Participated in the review of Subtitle D regulations for states seeking authorization of their RCRA programs (New York, New Jersey).

Reviewed work plans and reports associated with the RCRA corrective action, enforcement, and permitting processes as well as CERCLA remedial action implementation. Supplied field oversight for the implementation of various diverse work plans including recycling facilities, PVC manufacturing facilities, and landfills. Also provided field oversight for placement of HDPE geomembrane liner (Delaware), assessment of excavations (Pennsylvania), and multiple soil covers (Delaware). Has been responsible for evaluating whether the documents prepared or the activities conducted met EPA's stipulated intentions as expressed via the facility's Consent Order or approved plans, and relaying the results of the evaluation in both verbal and written format. The various project phases of enforcement at these sites included the RI/FS, Remedial Design/Remedial Action (RD/RA), and RFA phases. Reviewed Field Sampling Plans (FSPs), Quality Assurance Project Plans (QAPPs), and Treatability Studies; prepared Health and Safety Plans (HASPs); and generated these documents for various sampling events. Performed field oversight of sampling activities for PRP contractors under the EPA Region 3 TES contract and conducted sampling activities for EPA directly. Also performed unannounced compliance evaluation inspections in support of EPA Region 3.Coordinated the review of the RI/FS and resulting RD/RA activities under the Region 3 technical environmental support contract for a site in Pennsylvania. Activities specifically involved the removal and treatment of shredded plastic and insulation covering for copper and aluminum wire. Aided in the performance of a recyclability study, and conducted a subsurface investigation and sampling activity. Coordinated the review of all PRP submissions, including an environmental assessment and an off-site contamination determination.

Served as a Resident Engineer/Oversight Inspector for projects that pertained to shallow foundations, (spread and continuous footings), piles, caissons, earth embankments, load-bearing fill (slope-stability analysis), concrete structures, pavements, field testing of soils, and load testing of piles.As a staff engineer, planned and conducted subsurface exploration programs including determining the best method of sampling, selecting preferred sampling intervals, and identifying test locations. Experienced with the technique of auger boring, rotary wash boring, soil sampling, rock coring, and geophysical surveying. Responsibilities included the compilation of data, geotechnical evaluation of various phases of diverse projects, and preparation of proposals and reports, all while maintaining strict budget control (Delaware, New Jersey, and Pennsylvania).Functioned as the field engineer for the Chrysler Plant in Newark, DE, for geotechnical work related to the addition of the J-car assembly area consisting of the installation of spread footing, caissons, retaining walls, a concrete roadway and floor slab, paved parking areas, as well as the earthworks associated with the construction of these structures.Performed test procedures in accordance with ASTM Standards. Reduced data from test results for both physical and engineering properties of soils.
