CNS is an independent government agency/corporation made up of three major Organizations including AmeriCorps, Senior Corps, and Learn & Serve. Position was as a deputy to the Corporation's Budget Officer. Duties included a wide range of activities that cover traditional areas of budgeting, accounting, procurement, and program management. Details of duties included coordinating and developing the annual budget for the Corporation; review and verification of each programs obligations and expenditures; reviewing procurement requests and verifying the availability of appropriated funds, and providing daily assistance to field operations when needed. Budget preparation included the development of documents for GAO and OMB reviews, and answering congressional inquiries through the entire appropriation process. Review of appropriated funds and expenditures was to ensure that offices utilized all their funds as provided in an appropriate manner, and executed or released these funds after obligation, especially multi-year appropriations. Budget Authority for some offices was the responsibility to ensure that offices had adequate funds for expenditures and approved these funds before obligation. Performance of this task required developing and reviewing budgets to include salaries and benefits, amounts for facilities operations, program operating funds, logistics amounts, and procurement funds for various contracts.Corporation for National Service
a residential National Service Program that allows non-at risk youth between the ages of 17-24 to serve their country through community service. The National Resource Manager position has a wide range of responsibilities from budget authority to assisting with disaster relief efforts. Served as the primary source of budget and financial management information for the Director of the A*NCCC, senior staff, Corporation Officials, OMB and Congress. Specific duties included the development, allocation, and oversight of budgets to the programs 4 residential campuses and their local Resource Managers. Budgets included funds for salaries and benefits, vehicle leases from GSA, Inter-Agency Agreements with other government organizations, developing contracts for lease of campuses, food contracts to feed the residential corps members (approximately 200 per campus), uniforms, boots, training funds, and operating funds for community service and disaster relief. Logistics duties included development and oversight of the Inter-Agency Agreements and Contracts for all campus facilities, food facilities, vehicles from GSA, uniforms and items in the inventory management system, including disaster relief tools and equipment. Duties also included the development of contracts for corps member training, disaster relief lodging and support, and over sight of Inter-Agency Agreements with disaster support organizations such as FEMA and the Red Cross. Duties related to budget management include performing financial reviews and analyses throughout the A*NCCC to determine compliance with budget and financial management policies and procedures. Responsible for coordinating the presentations for submission to GAO and OMB and responding to all Congressional inquiries regarding the financial area of the A*NCCC.
Duties included performing Independent Cost Estimates (ICE) or Independent Assessments for a number of major Automated Information Systems and Weapon Systems within the U.S Army. These tasks required the use of mathematical, statistical, and operations research/cost analysis techniques and methodology relative to highly specialized programs affecting Army-wide mission areas. Developed cost models and provided parametric and analytical cost analysis information to other professional personnel in the material system/cost community within DA and OSD through formal and informal tasking, liaison, and mutual interest at tri-service or OSD conferences, seminars, and symposiums. Provided guidance and direction to Offices of Program Managers in the conduct of cost-benefit analyses. Provided guidance and direction to all Army elements on general Economic Analyses (EA) or Functional Economic Analyses (FEA) topics of interest.
Level: GS-12/13, Series 1515; Position held was Operations Research Analyst supporting the US Army's Intelligence Material Management Center (IMMC), an organization that deals with the logistics aspects of intelligence gathering information equipment. Major duties included Conducting cost analysis on the IMMC man-year in support of the need during the Desert Storm/Desert Shield time period, supporting the development of reimbursable support to other DOD agencies, assisting for the development and implementation of Business Policies for IMMC, and Standard Operating Procedures for conducting reimbursable support business. Other tasks included the development and implementation of tools and techniques of cost engineering analysis for estimating the Operations & Support of the weapons systems IMMC Supports, and acting as the lead for implementing the Business Process Improvement Program (BPIP) productivity measurement techniques.
Served as a cost analyst/ cost engineer for various DOD weapon and information systems. Assisted various program offices on the development of their cost estimates for the life cycle of their systems including the Navy's Aegis Weapon System, DOD's Foreign Military Accounting System (SACAS), and the Navy's SOSUS program. Also participated on various source selection evaluation teams and support regarding GOA and OMB submissions.
