Deze taak wordt uitgevoerd door professionals die, met respect voor de eigen culturele achtergrond van de jongere, vanuit betrokkenheid en met specifieke deskundigheid het belang van de individuele jongere centraal stellen, de regie voeren over zijn of haar ontwikkeling naar zelfstandigheid en ingrijpen wanneer die ontwikkeling op enigerlei wijze dreigt te stagneren.
