Serves as subject matter expert in DoD Security Assistance programs, specifically, Foreign Military Sales (FMS), responsible for plan, development, and coordination between the U.S. FMS Implementing agencies and the Mexican SEDENA and Secretaria de Marina (SEMAR). Managed PUBLOG FLIS program, streamlined the Foreign Military Sales program transferred $12M in parts. Served as the Quality Assurance Evaluator for Foreign Military Sales (FMS) and Non-traditional contracts. Contracting Officer Representative (COR) Oversaw $35M in Foreign Military Sales cases; applied knowledge and understanding of the current missions, capabilities, organization, and goals of the Security Cooperation Office, and of the military Services involved in counternarcotics and other similar Security Cooperation programs and activities. Supervised Foreign Military Sales material arrival and inspection into Santa Marta Colombian Port. Managed End-Use-Monitoring Program compliance and destruction of assets according to policy. Responsible for developing and establishing procedures for monitoring INL-funded commodities to ensure they were used in compliance with the agreements under which they were provided to the Colombian Counter Narcotics and assistance programs. As a result, a summary of all elements monitored was sent to Washington in a formal annual EUM report for each calendar year, including consolidated information regarding the assets donated and their status, as well as the program's impact. Weekly briefed Army Southern Command and 42 civic leaders; showcased flight's mission; information used to make decisions or recommendations that could significantly change or develop current or out-year counternarcotics or security assistance policies or programs in Colombia. Ensured treceipt processing and safe storage of confidential, secret and mission capable C-130 assets. Validated a $22M stock room and updated 180 labels/locations, sustaining a 99% inventory rate. Guest speaker at the 1st Special Operations School, educating 57 Special Operations personnel on international relations.
