MAJOR DUTIES 1. Develops performance work statements/scopes of work and other contract documentation, e.g., data elements, sole source justifications, IGCEs, evaluation criteria, etc., for various types of contract and other procurement actions. Recommends types of contracts, contracting organizations, and contract provisions. Coordinates with technical, specialized, and contracting personnel in formulating plans and specific acquisitions. Develops acquisition strategy objectives and milestones in order to obtain contracted services within an established timeframe demanded for a particular project. Works closely with Program Managers and LOGCAP Support Officers (LSOs). Participates in pre-proposal conferences with contracting personnel and prospective contractors to arrive at a clear understanding of what is required under the proposed contract. Coordinates with and advises Contract Specialists/Contracting Officers on contract modifications, change orders, supplemental agreements, and delivery order processes, which include: requirements, definitions, justifications, and approvals for service contract extensions, methods of contracting, technical evaluation of proposals, and all phases of contract administration. Conducts discussions, as necessary, with contractors. -
