Develops policies for lead initiatives to implement Agency authorities and responsibilities. Contributes to and leads efforts for strategic planning of the Agency. Provides expert advice to the Board and Agency staff on authorizing management and policies for the recommendations program. Advises on goals, objectives, program strategies and alternatives for accomplishing the Agency mission in recommendations programs. Develops and implements recommendations program to maintain current awareness of trends and developments in industrial chemical safety and identify existing and emerging issues and concerns. Reviews investigation reports in progress and provides input to investigation team lead and supervisor during the report preparation process. Develops and implements system to track responses to CSB safety recommendations.

I oversaw the Environmental Enforcement program for BSEE and developed, promoted, and inspired the Director's vision. Developed and maintained internal, external, and stakeholder relationships necessary to carryout out our mission and realize our vision. Supervised a division of 25 FTE with an annual budget of $8.3 million.Developed and implemented the previously nonexistent Environmental Compliance and Enforcement program to include office compliance reviews, field operations; and developed and implemented all follow-on training programs. Also responsible for ensuring BSEE's compliance with the National Environmental Policy Act (NEPA): initiated and implemented BSEE's NEPA policy, required associated Bureau and Division training, and evaluated national data systems to identify innovative technology necessary to best capture its various processes. In addition to NEPA, oversaw consultation policy/processes/effectiveness to include Tribal consultation, Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), Essential Fish Habitat (EFH), and National Historic Preservation Act (NHPA).
