Charles Corbett managed the Corbett & Holt/Gallagher Marine Systems Maritime Technical Support Service and at one time was part owner of Corbett & Holt Patriot Security. During his 34 years of distinguished U. S. Coast Guard Service, Captain Corbett held many policy level and field positions. As a search and rescue specialist he served as a Senior Controller in the Coast Guard Atlantic Area Search and Rescue Center. He was the Commanding Office of a Coast Guard “Super Group” which included over 350 men, two SAR vessels and 8 Coast Guard SAR stations. As Commanding Officer of the Coast Guard Cutters Oak and Red Beach and in general service aboard the tenders Gentian and Arbutus he maintained an expertise and designator in Aids to Navigation. These vessels, as well as the Cutter Travis, also engaged in search and rescue activities. As the Captain of the Port of a large inland waterway port, Captain Corbett addressed the competing interests in an every day port complex environment.Captain Corbett also, at Coast Guard Headquarters, led the CG program on oil and hazardous materials spill prevention and response and served as the U. S. National Response Team Chairman for Response to Coastal Spills. He served as special advisor to two Secretaries of Transportation, Elizabeth Dole and Samuel Skinner.Internationally, Captain Corbett served as U. S. delegate to the International Maritime Organization on the Marine Environment Protection Committee, Legal Committee and a number of special committees, including as Chairman on the Working Committee for the Development of Regional Oil Spill Response Agreements. He drafted the existing agreement between the governments of Uruguay and Argentina on oil spill response in the River Platte and negotiated a number of international agreements on Marine Environmental Protection. While a delegate to the IMO Legal Committee he addressed the many issues respecting the designation of harbors of safe refuge.
