Charlie was nominated to serve as General Counsel for the U.S. Department of Education by President Obama on March 18, 2009 and unanimously confirmed by the U.S. Senate on May 1, 2009.While General Counsel for the U.S. Department of Education, Charlie advised the Secretary of Education on all legal, regulatory and policy matters for the Department’s signature reform initiatives, including: --American Recovery and Reinvestment Act Discretionary Grant Programs (including Race to the Top, Innovation Fund, School Improvement Fund); --Public-Private Partnerships --Negotiated Rulemaking under Higher Education Act; --Blueprint for the Reauthorization of the Elementary and Secondary Education Act; and --Implementation of President Obama’s Memorandum on Tribal Consultation. Charlie also managed all Department of Education litigation, including Qui Tam cases under the False Claim Act, and collaborated with the Department of Justice in determining the Administration's position and filing of joint amicus curiae briefs. He organized and participated in the department’s first National Conference on Labor-Management Collaboration to Advance Student Achievement.
