Developed blanket contract procurement strategies for tendering of major equipment and material requirements for the Transmission and Distribution Division of BC Hydro. Major initiatives included: • Manual and Automated Switchgear contract (approx. $70M) critical for the upgrade of downtown Vancouver’s ageing electrical infrastructure. This was a complex initiative which required close collaboration with the successful proponent and a separate engineering services agreement to finalize the automated design. • Five year blanket contract ($2M to $3M per year) for Cast Iron Manhole Covers and Frames. Achieved 30 - 40% cost reductions over previous contracts as well as an updated design from 1960’s era to leading edge which resulted in significant weight reduction as well as improved security and blast proof features.• PVC Duct and Fittings required province wide for secondary and primary circuits, worked closely with engineering standards to change from BC Hydro custom standard developed in the 1960’s to utilize CSA standard which achieved significant cost savings of between 30 and 40 percent as well no longer requiring substantial inventory.• Microwave Radio Contract to upgrade and replace existing units province wide. This project required substantial evaluation and testing as well as engineering guidance throughout the public procurement process.• Reduced rogue contracting by leveraging the appropriate language and terms and initiating an effective approval workflow process based on risk assessment, business impact analysis and deal model scenarios.• Maximized business performance while minimizing risk associated with vendor and customer relationships by tracking key performance indicators, SLA objectives, and the status of deliverables defined in contracts.

Provided full procurement services for all major capital initiatives, consulting agreements, and major projects including developing procurement strategies and identifying key success factors.As a core member of multi-disciplinary project teams, acted as advisor on procurement methods, legalities, tendering strategies, standards and processes. Developed procurement strategy documents and managed request for proposal process, bid tendering, and other related processes. Specific projects included:• Procurement lead for System Control Modernization Project (approx. $170 M). This included the building of two new high tech System Control buildings one in the lower mainland and one in Vernon, BC which eliminated five old control buildings. During the height of stretched resources in the province and escalating costs, the project was brought in on time and on budget due to a well thought out and aggressive procurement strategy which pushed the envelope for the public sector.• Procurement lead for the Vancouver Island Transmission Reinforcement Project (approx. $250M), a complex initiative requiring procurement strategies for construction contracts, supply and install, equipment, materials and consulting contracts.• Procurement lead for an Engineering Services initiative as BCTC and BC Hydro’s engineering resources were limited and required outside resources to complete major work.• Procurement Lead for various Greenfield Substation projects.

As one of two Senior Buyers, provided full procurement services for major capital purchases, services contracts, as well as engineering and construction requirements. Pre-qualified vendors, prepared major Tender Invitations and Requests for Proposals, evaluated bids and proposals, led negotiation teams, formalized purchase documents and contracts, and managed contract and vendor performance.• Participated in capital asset standardization program, achieving long term cost savings by reducing the number of suppliers, negotiating longer term warranties, and lowering the number and type of maintenance and repair parts held in inventory.• Tendered and negotiated major service contracts, including groundside maintenance (landscaping/litter removal), airfield maintenance (paving, snow removal, runway rubber removal) terminal building services, building and street lighting, chiller maintenance.• Procurement lead for heavy and light fleet equipment.• Acted as procurement advisor on various project teams including project teams tasked with the replacement of the domestic terminal building, system re-build for the new Airport Hotel, and Y2K compliance team.• Reduced the number of vendors by setting up long term partnership and strategic alliance arrangements, reducing supply base for the Maintenance Department by 20%. Also participated on supplier integration, resulting in the standardization and minimization of parts and downtime for baggage and conveyor systems.• Managed disposal of surplus and obsolete capital assets, through auctions, private sales, etc.
