About Charlie Stuart

A senior European diplomat combining a wealth of international strategic, operational and tactical experience with a broad spectrum of skills and knowledge. Rugby dad. Rugby son. Skills are reflected in his ability to operate at the highest political and commercial levels in the realms of leadership, management, cooperation, coordination, analysis, crisis and emergency response, corporate governance and responsibility, training, design, construction, product, process and, most importantly, communication. His career spans multiple disciplines ranging from military service, to corporate law, commercial enterprise, strategic security and intelligence and diplomacy. Current role is as Chief Security Advisor on Africa. Serving before as EU’s Head of Delegation in Tanzania, work principally included coordinating the EU's political and development cooperation work and visibility in the region. With growing concerns about transnational organised crime and terrorism in the region, he led an international task force formed to counter emerging threats in WIO. In Iraq, this highly accomplished officer was appointed as EU’s adviser to the Coalition to Counter Da’esh and to prepare for the region’s stabilisation and reconstruction. He engineered a strategy to defeat the emerging threat posed by explosive hazards which was enshrined in a UNSCR and adopted by mine action actors across the globe. In Brussels, he was instrumental in formulating an inclusive strategic security policy for the EEAS. During this period, he played pivotal “on-the-ground” roles during the Russo/Georgia war in 2008 and planning the EU’s response to the invasion of Gaza in 2009. In the private sector, he managed a global security company in support of the Group's $200mn annual turnover. He managed the company's development which today has seen delivery on over $1bn worth of contracts. He was also one of the principle architects driving the regulation of the security industry. During this period, he played pivotal “on-the-ground” roles in Iran, Iraq, Russia, CAR and North Korea; in North Ossetia following the Beslan School siege in 2004; assisting UN agencies in earthquake relief efforts in Pakistan in 2005; and managing the evacuation of families from Lebanon in 2006. As a lawyer, his experience included oil exploration operations in Africa, Europe and Middle East and as a corporate/solicitor specialising in major projects. As a military officer commanding up to 150 soldiers, he saw operational service in Northern Ireland and in the Middle East.
