Chloe Dotson is an urban planner, grant writer, sociologist and social environmentaladvocate and activist. She received both her undergraduate and graduate degrees inUrban Planning from the College of Architecture and Planning at Ball State University andreceived the Best Thesis Award for her Master thesis entitled: Planning in the Absence ofDevelopment: A Case study of Gary, Indiana (2012). Her thesis argues by combiningethnographic methods (interviews and surveys), sociological understandings, and criticalinvestigation of development within American Capitalism and construction of race, plannerscan understand more viable and comprehensive planning strategies. In 2011, she participated in the CAPAsia program and had the opportunity to learn and practice primarily in India and Nepal, one of her most memorable professional and educational experiences.As an urban planner she has knowledge in feasibility analysis, land use and zoning regulations, preliminary-final site analysis, research, financial logistics, marketing analysis and strategies, comprehensive templates, layout, design, presentations, responds to RFQ’s and RFP’s, and leads the writing, editing, and submission of federal, state and local grants and proposals including LIHTC, NMTC, HTC and HTF project management.As the former Director of Planning, she was responsible for the divisions of Planning, Development, Economic Development, Housing and Community Development, and Transportation.She recently moved to HOPE as the Chief Program and Strategy Officer. Duties include Community and Economic Development in Mississippi, Arkansas, Louisiana, Tennessee and Alabama.
