Providing technical advisory and process optimization for the Air Force Environmental Restoration Program worldwide via Global Engineering, Integration and Technical Assistance 2011 (GEITA11) contracting engine. Guidance and recommendations have been for both Performance Based Remediation (PBR) and non-PBR contracts. These tasks include providing recommendation for optimizations of process leading to Site Closeout for all contaminated media and projects phases from, Remedial Investigation Work Plans & Conceptual Site Models (CSMs), and Reports (SARs), Feasibility/Treatability Study & Plans and Reports, Records of Decision, Remedial Action Work Plans/Corrective Action Plans and Reports, (RAWPs through RACRs) including, Optimized Exit Strategies (OES), Remedial Action Operations and Maintenance Plans/Reports for Natural Attenuation and Annual Groundwater Monitoring Reports, for achievement of Performance Objectives and 5-Year Reviews leading to Site Rehabilitation Completion Reports/Orders (SRCR/SRCO). These efforts are carried out under RCRA Corrective Action Permits issued by the US EPA [42 United States Code (U.S.C.) 6901, et seq.] granting regulatory oversight will be provided by the Florida Department of Environmental Protection per requirements in Florida Administrative Register (FAR) and Florida Administrative Code (FAC) Chapter 62-780, Criteria (2012).Project tasks also includes managing assignments towards completion of assignments for AFCEC, local range customers and Task Order Manager towards achievement of milestones in Project Management Plan/Cost Line Item Numbers through liaisons with local Range Controllers and Civil, Environmental and Infrastructure Engineering personnel for scheduling and execution of projects. Review documents & technical manuals for adequacy and assist with research, or other field work, as needed for historic site functions and potential identification of contamination processes (archived blueprint review).

Scheduled and managed work crews on contract work as well as in on-call Emergency Responses (ER) to hazardous substances releases throughout Central Florida. Scheduled work-types often included lab-packing hazardous substances including but not limited to RCRA 4 Metals, VOC’s, SVOC’s, PCB’s and Caustics as well as permitting for confined Space Entry and, requiring donning of PPE to EPA Level A. In the performance of First Responses, supervised crews from cessation of release and containment to clean-up and reporting requirements of chemical and biological constituents of concerns. Scheduled contracted work. Managed field crews in hazardous environments. Performed and managed crews in environmental first responses. Delineated contamination impact (soils) and performed removal actions. Managed emergency responses to PPE Level A for hazardous constituent concentrations in emergency response and lab-pack operations. performed hazardous materials management and transportation requirements. Managed information flow between corporate EHS and service center. Oversaw inspections of ancillary PPE. Purchased expendable equipment. Performed PPE inventory reconciliation and inspections for SCBA systems (tank and cascade) and environmental monitoring systems (PID's, RAM's) and field assessment systems (Drexil, HACH, Petro-flag, Chlor-Detect, etc). Managed crews for ~150 transformer abatement operations using vacuum removal techniques.

Destin/Fort Walton Beach, Florida Area

Observed and advised responders on health and safety principals and procedures providing oversight of 300 persons, a safety team of ten individuals including; the Response Waste Management Plan, confined space entry, the Heat Stress Management Plan, safe lift and load practices, Mechanized Operations Safety (sifters) and marine crew safety principals for deployment and retrieval of boom, waste product capture and storage, bladder systems, and off-shore thermal treatment (in-situ burning) of captured product (burning) in Okaloosa and Walton Counties Florida. Scheduled spot-checks of marine crews in open water and bay areas. Designed and implemented staging area lay-out for traffic flow and safety. Assisted in authoring and implementation of response Waste Management Plan and Recycling Plan. Authored portions of the Emergency Response Site Specific Health and Safety Plan (Night Operations and Heat stress Response). Assisted in developing the Ocean-Boom Retrieval, Decontamination, and Storage Plan. Acted as liaison between Eglin AFB and responders in Okaloosa Division first responders.

Cape Canaveral Florida

Carried out contract tasks under RCRA remedial process for projects for NASA at Kennedy Space Center and the U.S. Air Force at Cape Canaveral Air Force Station and Patrick AFB. These tasks included procuring soils, surface and groundwater samples and analyzing data for plume movement and morphology investigations. Assisted with Corrective Measures Design and Implementations. Created report and presentation on project status to client, as well as final deliverable products for all RCRA phase initiatives. Operated detection devices including, photo and flame ionization detectors, and multi-gas meters for assessment and safety screening operations. Also, operated Tremble units for GPS locations of samples. Assisted in design and restoration of wetlands habitats. This position formed the foundation of understanding Air Force and NASA project planning; QA procedures and processes; and the active fate and transport mechanism unique to Florida’s Geochemical processes.Performed field sampling of different media including, soils, groundwater, surface water, sediments, concrete (swab and core) air (SUMA), and, treatment system ports following EPA, USAF 45th Space Wing and Florida Department of Environmental Protection sample procurement procedures. Assisted in development of documents. Assisted in document preparation for post-remedial action s including dig-and-haul and in-situ bio-augmentation.
