The Head of Program Management (P3M) Excellence - Australia Sector role reports to the Chief Technology Officer (CTO) and is accountable for the consistency, efficiency and effectiveness of P3M and operational delivery across QinetiQ's new Australia Sector. This complex senior leadership role is responsible to deliver across an international portfolio, including regions such as Australia, United Kingdom, Canada and Germany.The key responsibilities of this role in establishing, maturing and growing the new Australia Sector include leading the program management (P3M) strategy, P3M excellence policy, procedures, competency frameworks, tools and assurance requirements in close collaboration with the various business units, programs, enterprise (group) and other technical and corporate functions, shared services and other QinetiQ sectors (UK and US).

As the Program Integration Manager/Deputy Program Manager for Boeing Defence Australia's Wedgetail In Service Support (WISS) Program, I am responsible for providing key Program Management Office (PMO), governance, performance, integration and Project Management Best Practice (PMBP) focus and delivery in direct support of the WISS Program Manager (PM). As part of this role, I am accountable for providing leadership, strategic direction and management to the WISS PMO, WT Deeper Maintenance capability, Environmental, Health and Safety (EHS), Program security & facilities, Principle Subcontractor management, a range of new business/growth proposal/change activities, and general Deputy Program Manager duties.I'm the senior leadership sponsor and mentor for the WLM site Leadership and Management Program, and I've developed, implemented and currently manage the ISR Divisional Mentoring Program. I also actively engage in supporting the Program Management Function by facilitation support to a range of Program Management related courses/work shops.

As the SMM & Operations Manager for Boeing Defence Australia’s (BDA) Army Aviation Training and Training Support (AATTS) contract, I am accountable to the AATTS Program Manager for the overall performance of the AATTS Maintenance Operations Integrated Product Team (IPT). I am accountable for the execution of effective leadership, strategy, project management, new business development (inclusive of domestic and international projects), contract and negotiation, maintenance related policy and procedures, business operations, cost account and budget management, internal/external stakeholder and customer relationship management, and all other related functional interfaces and governance requirements. I am accountable to the BDA Engineering and Operations function to ensure the AATTS Authorised Maintenance Organisation (AMO) certification is maintained and compliant in accordance with the regulatory framework as mandated by the Defence Technical Airworthiness Regulator (TAR). Additional to my role, I also support BDA through the facilitation of the Project Management Best Practice (PMBP) workshops, Project Self Assessments, RIO Database training, Estimation/Pricing Tool training, coupled with ongoing Subject Matter Expert (SME) advice and support to the Air9000 Phase 7 project.

As part of a short term assignment, I was accountable to the HATS Program Manager for the executability of the HATS Support Contract bid solution. I was also responsible for providing project management (PMBP), technical (SME) and leadership support in order to deliver BDA's Request for Final Committed Proposal (RFCP) for the HATS Support Contract.My responsibilities included the writing and reviewing of key bid documents (Support Services Management Plan, Proposed Support Services Solution, Operations Management Plan, Maintenance Management Plan, Staff Skills Profile etc), and coordinating the Support Contract Work Breakdown Structure (CWBS), Contract Master Schedule (CMS), Estimation, Baseline/Change Management, RIO management, coordination of multiple stakeholders (BDA functional support staff, Thales Australia stakeholders and SMEs, and other BDA project SMEs) as required, and assisting other members and functions within the bid team (both Acquisition and Support contract related) to ensure the RFCP deadlines and deliverables were successfully achieved.

As the Maintenance Operations Manager and Holsworthy Site Project Manager for Boeing Defence Australia’s (BDA) Army Aviation Training and Training Support (AATTS) contract, I am accountable for the performance and provision of all aircraft maintenance support elements across both our Oakey and Holsworthy sites. I am responsible for providing effective leadership, management and vision to a large, diverse and professional team (130 people) of aircraft technicians and maintenance support/leadership roles, inclusive of operational/intermediate level maintenance teams, Maintenance Control Section (MCS), Technical Publication Office (TPO), Planning & Scheduling, Flight Line and a complete suite of aviation related Ancillary Services (Structures, Composites, Surface Finishers, Non-Destructive Testing, Battery Shop and Avionics - component repair, equipment calibration and Night Vision Device maintenance). As a member of the AATTS Program Leadership Team, I provide regular project management SME support to the program support team, perform the project manager function for multiple projects/bids including our Holsworthy site and international aircraft modification projects (Brunei & Philippines) whilst working closely with the central BDA functions, product support teams and our multiple defence and commercial customers. I am an authorised new business development Capture Team Leader, and have proven experience in proposal development, strategy, risk, negotiation, contracts, finance, and project implementation, execution and close-out.

As the F111 Core Maintenance and Avionics Team Leader I was responsible for leading a large, diverse and experienced team of professional technicians to conduct F111 Deep Level maintenance (R Servicings), as well as providing Avionics support to all other F111 maintenance teams/sections.As the Team Leader I was accountable for time, cost & schedule, coordination of subcontractors/back shops/engineers, 2 way communication and leveraging my team to find innovative ways to mitigate issues and delays.I was also responsible for maintaining all technical standards of the team to ensure the integrity of the Boeing F111 AMO, as well as all team related administration, performance management and training development.During my time in this role, I led multiple projects which saw the first F111 put into long term storage, the research and repair development of damaged composite panels within the F111 integral fuel tanks, and implemented the initial F111 program Lean+ strategies and production boardwalks.

After a rewarding 10 year career in the RAAF, I joined Boeing's F111 Test and Modification Team. During my time with this team I was an Engine and Airframe Independent Inspector/Maintenance Manager responsible for the delivery of post major servicing and major modification aircraft to our RAAF customer.This role required me to effectively coordinate and lead a small team of experienced technicians in order to perform all aspects of operational/post modification diagnostic testing and maintenance to meet tight schedules.I was also an experienced F111 installed dual engine runner, and regularly conducted operational flight line duties and fault diagnosis.Being part of this team was an extremely valuable and rewarding experience.

My posting from 1 SQN to the 6 SQN F111 Engine Rectifications Work Shop unlocked further opportunities for me to develop and grow my aircraft maintenance experience and skill sets.During my tenure with 6 SQN, I was promoted to an Independent Inspector (Engine & Airframe) and was allocated the position of Work Shop Coordinator - Planner/Scheduler (2IC). As the Coordinator I was responsible to ensure all manning resources were fully tasked in order to maintain effective and efficient workflows and priorities across the work shop and Engine Test Cells.My professional attitude and flexibility also enabled me to be regularly utilised by both 1 and 6 SQN's to continue to operationally deploy, manage busy flight lines on a regular basis, and conduct adhoc online repairs and maintenance as requested.

Throughout my tenure at 1 SQN, I worked as part of multiple diverse and professional teams in order to provide first class maintenance support to the RAAF's F111C fleet.I possessed a high level of both Operational and Intermediate level maintenance skills (Engine & Airframe) and experience at the Trade Supervisor and Self Certifying Maintainer (SCM) level. I was able to expand my skills and experience across all facets of aircraft maintenance inclusive of homebase and deployed operations, running operational flight lines and training/mentoring junior team members.
