With the Climate Action Secretariat at the Ministry of Environment, I’m responsible for a variety of functions and statutory decisions related to industrial emissions in the Province of British Columbia. Industrial emissions reporting and publication, the CleanBC Industrial Incentive Program, and the compliance and enforcement functions required by the Ministry’s industrial emissions functions are conducted within the Industrial Reporting and Control Team I am responsible for leading. In addition, the Province’s Emissions Offset Program is also within my purview, which includes the creation of offset protocols, the certification of offset projects, and the issuance and retirement of offset credits. The position requires an aptitude for managing people and teams; awareness of the economic, social, and political forces that impact environmental public policy; and the relational skills needed by continuous engagement with other governments and ministries, Indigenous communities, and industrial leaders.

With the Ministry of Energy, Mines and Petroleum Resources I’m responsible for inter-ministerial relations within the Province of British Columbia. I work on policies or programs from other ministries that may impact ministerial operations or policies, advocating for ministerial priorities, or furthering ministerial initiatives with other parts of government. This work requires an understanding of the electricity, mining, and oil and gas sector in the province, which are purviews of the Ministry of Energy, Mines and Petroleum Resources, and also requires a considerable amount of strategic thinking and persuasion. I also represent the Ministry in a variety of settings including at conferences, meetings with industry, and during public consultations.

At the Ministry of Advanced Education I was responsible for various aspects of international education and government relations for the Ministry. I assisted with the Ministry's participation in the Council of Ministers of Education Canada (CMEC), working with provincial partners and drafting briefing materials for senior executives. I also assisted with the planning of two CMEC missions to Asia, working with other provinces and the federal government to draft a program, coordinate government to government meetings, and facilitate participation from other provinces. I also worked with the federal government to develop programs to encourage international students to attend educational institutions in British Columbia. This work required an understanding of government relations, the international education sector, and federal programs related to immigration and international relations.

I provided policy and planning advice to the Upstream Development Division related to the Petroleum and Natural Gas Act and the Oil and Gas Activities Act by drafting regulatory and legislative amendments and informing internal and external parties as needed. I worked with Legislative Counsel to draft amendments and prepared briefing materials for executives and the British Columbia Legislative Review Committee. I also researched, analyzed and provided advice on emerging policy issues and the potential impacts these developments would have on regulations and legislation. I accomplished the above by acting as a key point of contact between industry, the regulator, and the Ministry concerning tenure and royalty issues.

Edmonton, Alberta

My role in the Market Diversification Branch (MDB) of Alberta Energy was the project lead for crude by rail (CBR) market access file. The main purpose of my position was to facilitate greater market access for Alberta CBR through consultations with industry, railways, other ministries, and other governments in order to develop strategies to achieve greater market access. I was frequently requested to give formal and informal briefings to the Deputy Minister, Assistant Deputy Ministers, and senior executives from other departments as well. This involves both oral briefings and presentations, but also a lot of informal conversations as well. In creating CBR market access policy, a significant amount of interaction with senior executives was required and gaining their trust in my decision making and policy acumen was instrumental in the success of the file. As the lead and proponent of CBR as a market access issue, I was also responsible for briefing the department on all regulatory issues related to tier 1 rail lines. Most of these regulations are federal in nature and include, to use recent examples, liability issues between shippers and railways, and recent announcements on tank car standards and operating procedures of railways. Due to the North American nature of the of our rail system, I also have to be apprised of US regulations and legislation which required me to be fluent in two federal rail regulatory regimes.

While with the Policy Management Office (PMO) of Alberta Energy, my role was to reconcile environmental policy from Environment and Sustainable Resource Development (ESRD) with new regulations from the recently created Alberta Energy Regulator (AER). To do this, I would write briefing notes on the new policy or regulation which included the purpose, scope, and applicability of the statutory instrument for senior executives of ESRD and AER. This file was particularly active during the early part of 2014 as the AER created a whole suite of regulations as they were only created just months before I started with the Government of Alberta. One of the more high-profile regulations I worked on included emissions from in-situ operations and odour complaints of local residents. To do this, I facilitated the creation of the inter-ministerial Policy Integration Management Group to discuss the policy implications of new upstream oil and gas regulations. Also with the PMO, I managed the Alberta Responsible Energy Policy System (AREPS) which was an online repository of all policy instruments related to upstream oil and gas, oil sands, and coal development ensuring that all government requirements are publicly available. To do this I was required to build relationships with people from natural resources pod ministries at various levels to ensure the success of AREPS.

With the Canadian Nuclear Safety Commission (CNSC) I was a government relations officer in the Policy, Aboriginal, and International Relations Division and our work was of a high profile nature and of interest only to senior executives. My responsibilities included monitoring and analyzing House and Senate Committee meetings, reports, tabled legislation; writing Question Period notes and responding to Parliamentarians’ requests, and preparing CNSC executives for House and Senate Committee appearances. I was also responsible for the writing of the President’s speeches on a variety of topics relating to nuclear regulation and worked closely with him to ensure his message was accurate and effective. I was also responsible for writing Parliamentary Question responses (written questions from parliamentarians) and synopses of legislation on a wide range of regulatory issues concerning the nuclear sector. This involved meeting engineers and physicists from around the CNSC and ensuring technical accuracy while also being able to communicate the message effectively to non-experts. This function of my position also necessitated an ability to read legislation and interpret the practical applications of bills, such as reforms made to the Canadian Environmental Assessment Act in 2012, and the Nuclear Liability Act. Also with the CNSC, I was required to compose information notes on issues of provincial politics and policy, as well as a variety of other topics of interest to senior CNSC executives. I have written on all federal and provincial elections between July 2009 and January 2014 have an acute understanding of the political and policy process and how to provide objective and concise information for time –pressed executives.

With the Aboriginal Justice Strategy (AJS), I lead a national data collection project, organizing program statistics from Aboriginal communities across the country in order to demonstrate the program’s success. This involved extensive community consultations as well as facilitating the federal/provincial/territorial working group dealing with the issue of homogenizing statistical data. With respect to new funds gained by the AJS in the 2008 federal budget, I assisted in the development of a shared funding model between the federal government and the provinces and territories. I also have experience in program evaluation while with Justice Canada reviewing RFPs and the evaluation reports prepared by the successful contractors. I also liaised with regional coordinators and provinces and territories to determine the needs of programs in AJS jurisdictions.
