Financial System Changes to Support Business Process Reengineering • Translated CFO vision of an indirect cost recovery model into an automated business process. • Analyzed actual labor costs and designed both the business and technical implementation to allocate payroll costs for indirect personnel to customers recovering millions of dollars in labor costs annually. Required implementation of a new module of Momentum Financials, Cost Allocation, and updates to custom payroll interface.• Conducted manual software testing to validate business process reengineering efforts.• Learned automated UI testing using VB script in the Unified Functional Testing tool and then trained and supervised a team to automated performance, regression, and smoke testing.• Trained the customer’s Finance workforce on the upgraded Financial system and the redesigned business processes.

Upgrade and Treasury Direct Disbursing Implementation• Directed a major upgrade effort for Momentum Financials for the Joint Staff and National Defense University. • Implemented JIRA for requirements management, managed a team of 11 employees and subcontractors responsible for performing analysis, design, and testing of Momentum Financials and custom extensions. • Coordinated User Acceptance Testing and delivered training prior to final deployment. • Government CFO (SES) indicated it was the most successful Momentum upgrade he had experienced.• Spearheaded effort to replace the preexisting disbursing process that had been outsourced to another agency with an in-house automated process. • Collaborated with stakeholders from various government agencies (Joint Staff, National Defense University, Defense Logistics Agency, and the Department of Treasury) to design an automated and integrated receipt and acceptance and disbursement process using Treasury’s Payment Automation Manager (PAM). • Implementation led to a decrease in costs per disbursement and an improvement in accuracy leading to a significant reduction in outstanding accounts payables and associated prompt pay interest obligations.

System Multi-Tenancy Implementation• Acted as National Defense University’s technical subject matter expert to migrate their financial processes into a shared service. • Designed the configuration and design changes of the existing solution to tailor to the customer. • Led to a successful migration of NDU into the solution providing cost savings and standardized business processes. • Performed a redesign of a budget application to allow for improving the customer’s user experience when conducting budgetary actions. Doubled capabilities of the application which was ultimately responsible for transferring $500M/year. • Gathered requirements to accumulate and categorize of costs relating to military exercises to support senior military leadership decision making. Required adjustments to two separate applications and seven custom interfaces. • Elicited requirements from a new customer (Washington Headquarter Services) to modify a custom interface responsible for transmitting financial transactions from a shared service ERP to an external system for mandatory reporting requirements.

• Developed a strategy to streamline review of childcare providers for a military fee assistance program, allowing coworkers to process childcare fee assistance requests for military families inline with military service policies.• Evaluated 100s of childcare providers to ensure they were providing high-quality care for military families. Investigated and disqualified providers that did not meet required standards.• Took the initiative to provide documentation and insight on existing business processes to external software developers tasked with designing custom software. • The resulting software allowed users to more than double their output allowing for a smaller workforce saving money for military services.

• Devised a curriculum to teach English to 350 Chinese students of varying skill levels; applied various learning styles and teaching techniques to involve all students leading to an increased interest in the subject, and ultimately an average of a full letter grade improvement both in spoken and written English.• Demonstrated Western learning techniques to local teachers, translated between fellow foreign teachers and school management, and liaised between company leadership and the school. This led to the school requesting I stay and teach for an additional year and for more teachers from the company for the next year.
